Innova blocks my car in parking lot; Ended up having to call the police

The people in the other car which was also blocked there for 15 minutes, but the driver of the Innova was nowhere to be found.

An unfortunate incident happened when my mom and I shopped at a Clothing Complex the week following Independence Day. The Mall is called Suvidha, and it is a pretty big and established chain in Haryana, so the place is naturally located in a very prime posh area of our town.

Just after I swiped my card for a hefty haul of dresses, suits, and jeans, we came out of the complex and went to where our car was. The road where this is situated is very wide and has parking spaces on both sides. Suvidha does not have an official paid parking lot, but there is a ground in front of it that is used mostly for parking cars by people for free. That day, due to the sale rush, the ground was full, so we parked the car in a designated spot on the side of the road.

As we came out, we found that a Toyota Innova license plate number 8229 was blocking our car and another car. The Innova was locked with the handbrake engaged and hence could not be moved.

The people with the second car, a black Alto, were already present there, so naturally, I talked with them and learned that they had also gone to Suvidha and had found the same sight as now when they came back. They had been waiting there for 15 minutes and had enquired nearby, but the driver of the Innova was nowhere to be found.

Being a short-tempered person, I dialed 112.

I had no expectations, but what happened next was quite contrary. Mum was afraid that they would instead harass me for giving them work and that I may have to get involved in the Police Station as well. Nothing of that sort happened.

This is the sequence of events:
I dialed 112, and a female operator picked up.
I explained the situation to her, and she dispatched the unit nearest to my location.
The unit reached us within 4 minutes.
I spotted the car, and a police officer in khaki came out. I explained the situation to him.

He asked me if we had contacted the nearby shops, and we told him about our recent inquiries. Then, the police officer took a picture of the car on his pad.
Then he dialed some numbers and said they issued a challan to his number. They explained that issuing a challan gives them access to the owner's mobile number.
(By now, 30 minutes had passed since I first arrived at the spot)

Then they contacted the Innova's owner and talked to him (threatened him), but the Innova's owner didn't show up for 5 minutes after that. They called him again, and the man showed up with no repentance.

He was too full of himself and arrogant, rude, and pompous. He got in his car, and two police officers got in his car, too. Then, they drove off from the crime scene for settlement purposes.
The police officers didn't even try calling the towing van to free us (they just used that as a threat to call him to the crime scene).

Overall, the experience was okay, but the police weren't as proactive as they should have been.
