Agree with CEDRIC, secondly this does not to be either India or Ceylon and would look at checking or doing some research across Jawa, southern Indonesia , Might or could be BANGLADESH ( whatever it was called before partition)

Indonesia never used the letter C and only started with letter codes in 1917 anyway so not there.
Not East Bengal either.

'I said Pre-independence it was East Bengal " , and yes of course it became East Pakistan and then Bangladesh.
