Kerala was under Madras state before state bifurcation. That could be the reason.

Sorry to correct you,Kerala or its predecessors were never under Madras State.Kerala was Travancore and Cochin till 1950 and then Travancore-Cochin till 1956. The MS registration mentioned by Stanher are all post 1956. registrations which are still valid. Also only Malabar region was under Madras Presidency.

You're right about the MS series. But coming back to which, why/how are there so many MS regn. vehicles present in Kerala? Surely retaining the MS numbers is not allowed once they move to Kerala?

The reason for quite a few number of old cars especially classic and vintage with MS/MD registration are (1) TN being the nearest neighbour state a lot of cars have come from there to Kerala.(2) This has happened in the last 10-15 years and people here dont want the newer type registration numbers on their old cars especially classics,which appears odd on these old cars.(that is why you may not have seen even a single classic/vintage in Kerala with Kl-0X-XXXX plates).
3.The road tax rates in Kerala is much higher in Kerala and also there is no OTT for old cars.Also no special concession for old classic and vintage cars like in other states.
4.Since these cars hardly move out of their sheds, they dont have much problem in retaining these old numbers

The millecento seems a worthy buy, with only few things missing on the outside, with a little negotiation. Would this, being an early model, have come wiyh the Millecento badge on the bootlid?

had a chat with the contact person for the VW, looks like he is a manager of a big shot and taking only offers. it seems owner would sell it for the highest bidder. he was also refusing to tell the highest offer he has got till now.
