I also had the same initial assumption, but it looks like the TSI Rapid did get the alarm system. After checking the VAG parts catalogue, it has a section for anti theft system for 2021 Rapids. Also, looking at the front interior light, it’s the “U” shaped one found in older Ventos, with the interior monitoring trim on top. I wonder if this hardware is also present; interior monitoring and inclination sensor too.
Seems like VWwas clearing out PQ25 part bins and throwing them all for the last cars of this platform, haha. Quote:

You could try this and check if it worked to route the alarm back to the regular horns instead of the siren. Bit 6 under byte 5 might be checked by default in your car as it has a siren, try unchecking it(simple horn installed) and saving it. Then check if it is using the regular horns now when you trip the alarm system.
This bit is 0 in my car, and when tripped it blares the horns as it doesn’t have the siren. To check, I just unlocked the door from inside after locking it with the fob.
Also, I recently saw a video which can change the tone of the alarm siren from the default intermittent one to a modulated siren. The relevant bit to change for PQ25 is bit 0, under byte 6. If it’s checked, it’s intermittent. If it’s unchecked, it’s a continuous modulated one.
You could try changing this first to unchecked, it’s another option vs. the regular horns if it works.
