The issue is BS4 was implemented step wise in our country unlike BS6 which was done in one shot. Only 13 cities got mandated with BS4 vehicle sales since 2010. Country wide implementation of BS4 was done in April 2017, I remember.

As usual RTO didn't updated the fuel norms field during this period till 2017. Bangalore is mandated to have BS4 in the first lot itself. My 2011 Bangalore registered invoice and RC shows it is clearly BS4 in name but fuel norms is blank. This enables the PUC operator to cheat. They have to check RC and choose it from drop down. Most of them will refuse so that they have good business each 6 months or some will ask additional money to enter BS4 to get 1 year validity. Only very few honest centres will do correctly.

If one doesn't want to fight with PUC operator, one can go with invoice and RC to RTO and get PUC updated permanently. We all know who is more corrupt.

At my place here in Jaipur, the PUC operators do not have option to choose, its all automated through the online server using the vehicle details.

When I first got the PUC after this online system, my car automatically got BS4 certificate with validity of 1 year. I think it remained for one more year but later I started getting BS3 certificate for years which were valid for 6 months. Whenever I insisted the PUC operator to change my car to BS4, they shown me that there is no option to select, its all automated through the online servers.

But now I again got BS4 certificate during my most recent PUC checkup. The PUC guy told me that the system is now updated and hopefully my car will remain in the BS4 category now onwards.

Please check your vehicle details in Parivahan whether fuel norm field is updated. Jaipur RTO may have updated the Parivahan database.

In Chennai and Bangalore, operator can choose from drop down each time. My vehicles have blank fuel norms in Parivahan.
