The Maharashtra Transport Commissioner's Office has set March 31, 2025 deadline for installation of the HSRPs to the vehicles and appointed three agencies, after a long-drawn-out tendering process, to carry out the task.

The authorities issued the Standard Operating Procedures (SOPs) for the new registration plates on Wednesday, a day before the new Maharashtra government led by Devendra Fadnavis was sworn in. To curb vehicle thefts and bring uniformity in vehicle's identity marks, the fitment of these number plates was made mandatory for the vehicles registered in Maharashtra before April 2019, and the onus of installing those was on the manufacturers. Made of a rare aluminum alloy, HSRP contains a retro-reflective film with a verification inscription 'India', a chromium-based Ashok Chakra hologram, the hot-stamped letter IND in blue, and a 10-digit laser-branding of a unique serial number, making it tamper-proof. "It is the responsibility of the vehicle owner to get HSRP and a third registration mark sticker installed by March 31, 2025," the SOPs said.

The Transport Commissioner's office has appointed three agencies - Rosmerta Safety Systems Ltd, Real Mazon India Ltd, and FTA HSRP Solutions Pvt Ltd, for the task of installing new registration plates in three zones across Maharashtra.

According to the article, there are around two crore vehicles that would need to be fitted with HSRP. With no clarity on when installation centers will start, the given timeline looks very impractical. In my opinion, the deadline will most likely be pushed by 6 months to 1 year.

Yes I too think so. Same thing happened with FASTag and linking Aadhar with Pan. They kept pushing the date further. The problem is, the Government announces rules first and then makes provisions to comply.

Time for the helpless taxpayers and general citizens to pay for freebies offered by this Govt. More than reducing the vehicle theft, this exercise looks like a money collection drive of this new Govt. Indeed what a fantasy the administration has that they think its possible to replace the HSRP 100s of thousand vehicles in just 3 months.

I also have on vehicle that would be affected by this new requirement. Lets see how it goes in coming days.

This is a state where people are giving all kinds of excuses to avoid mandatory helmet rule and the state is stupidly backtracking. Not a chance that this is implemented in Toto. Look at Karnataka as an example

It's high time HSRP was rolled out. This was coming for a long time. Will only add to security and hopefully reduce crime.

My experience with Rosmerta has been good in NCR. Had to upgrade my BS3 plates. Again had to replace a damaged plate- everything online no hassles.

MH is the state where I see most random styles and fonts. Just look below at what a radium shop is advertising online! Did not see so much variation in any other state. Glad they are implementing this. Even if it takes 5 years!

Traffic cops would be rubbing their hands in glee. 2025 Q1 collections projections would be quite high and a cause for optimism in the year end gala dinner!

A good incentive to be out there in the unforgiving sun in April and look like doing something!.

You beat me to this @Gaurav. The first thought I had about posting on this thread was exact same. This is the worst I have seen when it comes to abusing the license plate. This is actually equivalent to having no license plate at all. Any crimes related to such vehicles can never be traced back to them.

Clearly there is no fear of law in such users. This is not a random one time offence such as jumping red light. Someone is deliberately breaking the law day in day out for months and years and goes scot-free.

Bonus, even if they are speeding on highways, the number an never be read and challans can never be served. All those things are for law abiding people who pay taxes and pay fines too.

I always wondered why the toll collection cannot be integrated with license plate forcing everyone to fall in line or else can't pass the toll booth.

Finally a relief of interstate travellers, there was always concern while travelling to my hometown in Karnataka for traffic police to stop vehicle because the number plate wasn't HSRP as new Karnataka Government in 2023 had mandated HSRP for all their vehicles.

[Was stopped couple of times but that was before HSRP was mandated but managed to pass through because of being localite.]

The previous term of this government in MH hadn't started the process after enquiring RTO in Pune

So far in neighboring Karnataka and in Uttar Pradesh which mandated HSRP was able to do it.

For Karnataka (with the opposite government), they gave the same deadlines, the end result was, one half of the vehicles within the state were able to be replaced, the other half got botched up in issues, later the government stopped caring and then kept extending the deadlines, mostly assuming because of interstate vehicles & to reduce any disputes between the neighboring states.

Same, I just hope the process is smooth like Karnataka’s and no duplicate fakes emerge in the name of HSRP mandating.

+ 1. Sailing in the same boat was waiting for MH to come up with HSRP for vehicles purchased before 1st Apr 2019.

I have a 2014 Honda Activa which does not have any provision for fitment of any number plate in the front. It has always been a sticker in front. With the advent of the HSRPs, I am being stopped left right and centre. Only after educating the traffics cops and pointing out the rear HSRP to them do they relent (some of them). Others still insist that it is my responsibility to drill holes in the front panel, weld brackets and fit the plate.
