Now must carry a dustbin in your car, shalt thou enter Uttarkhand!

The Uttarkhand government has tightened its grip in a bid to contain the incessant dumping of litter causing environmental damage, has brought in a new regulation on 25.07.2024. Tourists now compulsorily need to carry a dustbin in their vehicle to become eligible for the state's trip cards. The authorities have been instructed to check for garbage bins and bags in vehicles entering the state to prevent illegal dumping of waste. The Uttarakhand transport department will be required to run checks on incoming vehicles at all entry points.

Letters were also sent to transport officers of neighbouring states such as Haryana, Uttar Pradesh, Delhi, Himachal Pradesh, Punjab, Chandigarh, Rajasthan and Madhya Pradesh to ensure their cooperation and compliance.

If vehicles do not comply with the rules, then they will be fined and will not be issued a trip card, that allows them to travel in the state. Authorities stressed the responsibility of tourists and operators in keeping the surroundings clean and not litter, especially on routes to Char Dham and other popular tourist destinations. Before issuing trip cards to vehicles, it should be ensured that they have a dustbin or garbage bag installed, chief secretary Radha Raturi said. The chief secretary also said, "Uttarakhand is a tourist state. Maintaining the natural cleanliness of the state and protecting its environment is the collective responsibility of its residents as well as lakhs of tourists and devotees who visit the state every year."

Chief minister Pramod Sawant of Goa, that also invites many tourists has taken a cue saying that the existing legislation will be amended to ensure stricter penalties, revoking permits of vehicles for one year, if they were caught illegally dumping garbage.

Now the point is that automobile accessories, e-commerce sites and brick and mortar stores will also have two "accessories" called car dustbin and garbage bag for cars on their menu. The dustbins for Nano, M800, Alto, Matiz, Eon and so on will be micro-sized, while those on offer for the larger Fortuner, MG Gloster, Innova variants, Scorpio, XUV 500/700, Mercs E/S Class/ GL, BMW 7 Series/X5/X7, Carnival and so on will be mega sized. And these need to smugly fit somewhere presumably in the boot/luggage space. And if its a night travel, a reflecting tape better be affixed on the bin/bag so that while entering through the checkpost, the transport authorities get to sight the bin/bag with a torch.

So, if we carry a garbage bag and then dump it wherever we like, that’s ok? What makes a garbage bag? Will any black polythene do? Classic example of another hare brained scheme designed solely to generate unofficial revenue.

better than throwing garbage out side or put where-ever inside the car, I believe most of the sane drivers (most BHPians including myself) follow this (a small dustbin/ and a garbage bag) during long lasting drives / trips

on a lighter note, handling individual garbage prices is way more difficult that taking care of a bag, but I hope people understand the rational behind this rule and do not do either of the above

This is very basic. It is a pity that Govt have to mandate a bin. I carry a paper bag to stuff all my garbage in whenever I travel and dump the bag in the dust-bin. Again a pity that fellow countrymen cannot figure this out. It is as basic as carrying a water bottle.

The actions of our people who carelessly litter have made this move a necessity to protect the environment and to make our cities cleaner. Stricter penalties are necessary for those caught illegally dumping garbage as well, and I don't see anything wrong in many states like Sikkim following Uttarakhand in making this a matter of law.
