I guess, He's thinking cop is of Indian origin. Looking at the face of the woman, clearly he must have got her license suspended in India many times.

Also, the lady turned out to be a very decent driver attested to by the cop himself. His driving plans were ruined though. But he was way above the speed limit so it was well deserved!
