This looks cyclic. Govt bans, these companies hold discussions with Govt and then the ban is lifted.

Since these bike and scooter taxis are privately registered as non-transport vehicles, the Transport Department of Delhi government and the Ministry of Road Transport and Highways should give a serious thought to the matter.

Facts to be pondered :-

(1) They are rendering several hundred or it could be thousands of self employed individuals jobless at one stroke by disallowing these to ply.

(2) Two wheelers save fuel and hence save valuable foreign exchange outgo.

(3) Two wheelers are the most practical to carry a single person in lieu of a three or four wheelers and also result in less pollution, traffic congestions and are easy on the pocket for the commuter.

In view of the pros weighing heavily against cons, the appropriate authorities would do well by charging a compounding fee from such non-transport two wheeler owners to re-register them as transport vehicles with yellow number plates.

What an incredibly insensitive and short sighted policy change! Not only does it impact the two-wheeler owners (basically it stops their livelihood immediately) but it also affects commuters who cant afford to shell out big bucks to take an Uber home from the metro station / bus station or in cases where Uber or Ola taxis refuse to come (esp for short distances). I use the motorcycle taxi quite regularly and its a huge benefit and lets me avoid walking 1.8 km each way to the metro station.

Delhi: Supreme Court bans Uber, Rapido bike taxis

The Supreme Court has overturned the Delhi High Court's decision to allow Uber, Rapido and other bike taxis to operate in New Delhi, imposing a ban on these services.

The Apex court was hearing two pleas filed by the Delhi government, against the high court order that permitted bike taxi aggregators to operate in the national capital till notification of the final policy on plying of 2-wheeler non-transport vehicles.

Rapido's parent company had filed a petition in the high court seeking relief from a Delhi government order directing it to immediately stop plying non-transport 2-wheelers from carrying passengers on hire-and-reward or for commercial purposes. The government had warned aggregators from plying bike taxis in the city or facing a fine of up to Rs 1 lakh.

The plea also stated that the government's conduct was contrary to the intent and object of the Centre with respect to the issuance of licences to aggregators as laid down by the Motor Vehicles Act. However, the transport ministry is yet to formulate guidelines for the use of 2-wheeler non-transport vehicles for the purpose of aggregation and ride-sharing.

Might I ask why the ban is needed? For commuters in Noida, Delhi, Bangalore, two wheelers as taxi's are a blessing in disguise. Wearing helmets isn't an issue. Is the ban imposed on commercial two wheelers too?

This is partisan politics. Any state Govt will only want to pass laws favouring their voters (who are locals), and de-legitimise competing activities that their non-voters do under some random pretext.

Sends out a message that if one wants something from the Govt, they will need to identify themself with a certain votebank and use some hierarchal victim pretext, even if it is at an inhuman detriment to any fellow citizen.

This is true of any political party and is a serious flaw, that works against meritocracy, in a democratic setup. The judiciary cannot do anything about this, and the mainstream media is only interested in extending their influence, even if it causes a polarised social unrest.

Not necessarily. Rich metro cities attract immigrant talent from the entire country/world. Also, auto rickshaw licenses would likely be exclusively locals.

There was a similar call in many states that demanded legislation for a significant reservation benefitting locals even with private sector.

These 2 wheeler taxi service is a big boon for our congested roads. It is a cheap and fast service which many office goers use frequently. It is also providing livelihood to the bike drivers.

The apex court instead of banning the service outright is unfair and these bike taxis should very much be allowed to provide service. Maybe the court can ask the government to formulate the policy on a FastTrack basis.

It might not sound apt for many, but anything that benefits the middle class will either be banned or restricted in our country.

This is probably why. 2 wheeler ride hailing service been on-off since 2016/17, and we still don't have anything. This just makes sure everyone interprets rules the way it benefits them.

If safety is the issue, 3-wheelers should be banned as well.

This and Chandigarh's quixotic decision to ban ICE vehicle registrations are symptoms of an incompetent and uncaring administration.

I don't see any discernible difference between Zomato/Swiggy and this service. They are almost identical, with the only distinction being that this service is used for transportation as a passenger. In fact, both of them utilize two-wheelers for commercial purposes.

Brings up the topic of regulations, is it not true that incidents of molestation, murder, or misbehavior have occurred with both auto-rickshaws and cars as well?

In my personal opinion, I believe that the ban will likely be lifted soon, or companies will find alternative ways to implement a similar service.

Like @GhostGrid said - Anything beneficial to the middle class is either subject to bans or restrictions.

I think car-pooling is banned in one of the city, I don't recall the place but saw a post in team-bhp.

It is banned in Hyderabad. Police have seized many vehicles in the past.
