Discounts on pending traffic challans at Hyderabad/Telangana

Came across this interesting offer from Talangana Traffic police which is giving discounts on pending traffic challan

It looks like even the govt officials are under pressure to recover pending challan amount which is around 600 crores and counting.

If you have ever driven any vehicle (including non TS and AP numbers), be sure to check this site for challans. (My KA car has a speeding ticket pending for over 8 months that I was never aware of until today)

75% off for 2 & 3 wheelers
50% off for 4 wheelers and other heavy vehicles
70% for RTC vehicles

Last date for this discount: March 31, 2022

That looks like a mega offer by the T.S. transport department to all the traffic rule violators to recover pending fines from challans issued in the recent times. They have little else that they can do to recover such dues.

These challans mainly issued on the basis of CCTV footages will surface as impediments for every vehicle only when it is up for transfer of ownership, involved in a mishap or else when it is due for re-registration and the like.

Hence, most of the state governments are frustrated with the huge list of such defaulters and the hundreds of crores of rupees in arrears. They do not have the machinery and personnel to pursue and run after every traffic violator to pay the challans. There are punitive measures that the government can take against defaulters going by the extant laws but these are not deterrents.

We would not be surprised if Mr Gadkari's Ministry seeing the problem plaguing state/ UT governments with hundreds of crores in pending fines goes to amend the law saying that any fine pending for more than six months or so will result in cancellation of the respective vehicle's registration. Such a measure will make the traffic rule violators and defaulters run for cover and comply.

After going through this thread, I found out that I have a pending overspeeding/dangerous driving challan against my HR registered car amounting to Rs 1000+35 convenience charges.

Taking advantage of this mega offer, immediately made the payment. Total amount I had to pay after the discount was Rs 260/-

So what about those who were good citizens and immediately paid their challans in full.
Do they get a cashback or some thing?
Or discounts on their future speeding tickets ?
Or just settle with the feeling of being stupid to pay up on time and miss this amazing once in a life time offer.

Thank you for this piece of info. I realized my KA car has one pending violation as well for past 11 months and I didnt realize either.

Do they provide a photograph as well of the violation? I see the following note on the site and there is no photograph furnished on the challan and hence this question

"NOTE: If you Find vehicle in the photograph with the Challan is not your vehicle or Issued double Challan,
Check the box beside the challan number and report to us."

I really don’t think that people will get any brownies for being due diligent. All one can hope is not to get challaned while driving.
Specially with the number of cams they have installed and weird 40Kmph speed limit in city traffic.
My dad’s car got challaned for driving at 60 on an empty tank bund road couple of years back right in the middle of the 1st covid lock down.

Yeah, this is the pain, they don’t even send an sms or something which they can readily procure from vahan portal. But again, I am being told that TS police is still not on vahan.

Yes they use to show images with the coordinates, time stamp, speed limit, officer name, police station limits etc. I remember seeing it for my dad’s car in the past. They also sent a letter home with the details.
Strangely, they are not showing the images now. Honestly, I dint care much to verify the challan actually. I saw my car number on the portal and with the offer in place, I cleared the challan immediately after verifying its authenticity.
With the number of fines in Hyd alone, I think they are running short of server space to store the images. May be, we can ask or file a complaint to get the proof, but risk loosing this offer.

This incentivisation tactic is very common in West Bengal, particularly Calcutta. Quite often, Calcutta police comes up with various schemes, trying to entice violators into paying up. One can see posters at major intersections and even FM radio adverts mentioning such initiatives.
Fleet owners are further lured by installment schemes if their pending penalties total upto very large amounts.

No idea as to the actual % increase / fulfillment in penalty collections w.r.t. these strategies though.

Valid point frewper, sometimes it seems that the "diligent good citizens" are always taken advantage off.

All the freebees and benefits are coming off to people who are not following the rules. Just to keep myself sane, I want to have some positive reason (good for the society type) behind this "maybe some people are not able to afford to pay the fines".

It will be interesting to see what other positive reasons we can come up with

This is the worse idea ever because it incentivizes bad behaviour. Here's how:

Now after this offer ends, people won't pay the full price of the challans because they will assume that a few years down the line the government will launch such an offer again. The government's hand will be forced because the arrears will start rising again because people won't pay. And this vicious cycle will start.

This is what happens with farmer loans and electricity bills. So much so that farmers in many states are assured that some scheme will be launched to save them from paying these loans.

Looks like this offer is extended until 15th April.

I was casually checking challans against my vehicle at all the states I have been to, and found I have a speeding challan in Telangana on NH44 which is in great shape but has speed limits ranging from 30, 40 kmph to 100 kmph. I was clocked doing 104 kmph where the limit was 90 kmph. (First gen creta with no cruise control)

Not getting into any argument if offering discount on challans is right or wrong (by the way countries like UAE also offer such discounts time to time), but paying INR 260 right away for a fine of INR 1000 made economic sense to me and I did the payment. Also note the payment links didn't work for me on chrome but worked on IE.
