Thanks for the question, I was having this question in mind for so long and I wonder now why I hesitated all these years from clearing this doubt!
With all due respect, I feel like many Indians are patriotic in the wrong way. Having a flag anywhere with all the respect should be acceptable and allowed irrespective of the day or time. And disrespect of the national flag in any manner should be punished, that's it!
When I visited the Kargil war memorial in Dras in 2012, these questions were displayed on a big hoarding and the link to the flag foundation of India was given for answers.

I have the tri-color flag patch with velcro backing that I stuck on the roof of my car, for my eyes only. I feel patriotism, like one's religious beliefs, is a deeply personal matter and no one has the right to question those. As long as our beloved flag is displayed correctly and respectfully, no one should have a problem with it.
