The idea of government running a business started when Indian economy was agrarian and in the license raj era- when no FDI was coming in- making profit wasn't the motive, but to kick start manufacturing and the other benefits of government employees spending keeping the economy breathing.

Now that is not the case: the government can sell off/liquidate these enterprises; of course, it would mean some hassle to citizens like, having to migrate from Bsnl network en masse which would get amplified by the media, so they are playing it safe as of now (not to mention, the vote bank of government employees)

For this I think we can blame the Fabian Society rather than the USSR.
In the early days the biggest influence of the USSR would be the five year plans, and the (over) centralised command economy.

So the author Ibrahim CEO of full cycle advocates Uber to buy out Lyft to at least cut its continuing quarterly losses .

So could it also look to buy out Ola too, to monopolise and some what be able to dictate prices and reduce discounts in indian and other markets where both compete?

Interesting to go through this then.
