Yes. Namma Metro borrowed ₹3,000 crores from JICA.

A cursory look at the agency's website gives an idea about the depth of its involvement in projects spread across the length and breadth of India.

Here's a glimpse. (Use the attached PDF doc for clarity)

Re: Japan International Cooperation Agency (JICA) working with Bangalore to address its traffic issu

Doesn't look like a move meant to address any traffic issues. Surely some ulterior motives lurking somewhere!

There is no dearth of solutions and REAL expertise in the country - the problem is lack of will among the overlords to actually try doing something productive.

Panels will be formed; travel will be done; money will be spent; headlines will be made; some statistics will be thrown around; however, I'm very skeptical anything progressive will seen on the ground in real-world scenario.

Re: Japan International Cooperation Agency (JICA) working with Bangalore to address its traffic issu

Chennai is going to get the same treatment that Bangalore is set to get:

Quote:
The State government has given its nod for the commissioning of an Intelligent Transport System, covering 435 road junctions in the Chennai Metropolitan Area.

“The government order has been issued for accepting loan assistance from the Japan International Cooperation Agency. Chennai Corporation will identify a consultant to study all the road junctions shortly. The project is estimated at ₹660 crore,” an official said.

The new system will promote the safety of pedestrians, cyclists and other non-motorised transport.

Two sub-systems
The project has two sub-systems — intelligent traffic management and intelligent transport management.
