Happened to me once, but i had disabled international transactions on my card so i got a transaction declined message.

Blocked the card and got myself a new one.

Lucky we have OTP validation for transactions here.

Getting agent for any Petrol pump is not easy and based on location can be tens to hundreds of crores. Further, Police in India is very prompt especially handling physical stores. I doubt any fuel pump in India will have such a setup.

You should review your timelines. Also, it's possible that data leak is at the end of card provider and it's not necessary to be Pin based approval.
