re: Delhi: Odd & Even numbered cars to drive on alternate days. EDIT: Rd 3 from 13th Nov - Now Cancelled

When will the government wake up to the fact that the main source of pollution is not BSIII and BSIV compliant vehicles, but the unhindered dust from construction sites and the smoke wafting over from Punjab & Haryana?

The writing is on the wall, neither did the last odd-even work nor did the cracker ban. The smog happened anyways. The government needs to take some concrete steps to make public transport user friendly and accessible.

The best example is London with streets wide like our own Khari Bawli, they manage to get along as there is a stellar public transport system. Or the construction permits in city, some X buildings allowed to be constructed in a ward at a time and then the regulations around dust control.

The governments of Punjab and Haryana should introduce Odd / Even based on survey number for the farmers to burn rubbish in their fields.

LOL. That will be a unique scheme. Odd numbered farmers in odd numbered years and even numbered in even numbered years.

Jokes apart, what is needed is for farmers to adopt sustainable farming practices, possibly another thing to subsidize, no taxes for farmers who have sustainable farming practices.

The farmers anyways don't pay taxes on agricultural income. The problem is awareness and law enforcement. Even after supreme court ruling, a lot of farmers still burnt the stubble. The big farmer is either a sarpanch or is politically involved in another way in their area and the law enforcers don't mess with them. The small farmer is mostly unaware of such rulings due to limited access to the media. The district and sub-district authorities should make sure that they arrange for announcements in every village and not depend on news channels to spread the awareness.

Today Indian Express Delhi edition Page 16, presented an excellent analysis of the root cause to this problem.
http://epaper.indianexpress.com/1425...2017#page/16/2
I encourage all to read it, to understand a bit of the farmer's perspective.

In essence the farmers predominantly do not have any option than resorting to burning, due to:
- Seasonal crop cycles and timings for maximum yield
- Seed/Crop varieties being chosen
- Differences between mechanized farming and traditional farming
- The use of combine harvesters and its implications
- The market forces at play

It is a much larger issue from what I understand and the farmers currently do not seem to have any option other than burning the fields.

There are some solutions presented, but they will take time to adopt and spread.
In the meanwhile, we choke and the politicos play ping pong.

Humbly speaking, you clearly have no idea why farmers - big or small- are forced to burn the residue. It is not as if they have another choice and they resort to doing it for personal gains. Please speak to them first hand and they will explain you the problem- which the Delhi CM, new anchors cant understand and dont even want to.

Just asking, how many of us are willing to forego the comfort of our cars and take up public transport to reduce pollution? We have a ready alternative, why dont we take it?

I actually did not talk about the reason for stubble burning, and honestly, I don't know the reasons for it so I refrain to post anything on it.

My point is, whatever may be the reasons for burning the residue, when Supreme Court has made a ruling, it should be followed, no matter what. Period.

This is a case similar to what Honorable Supreme Court ruled regarding the tints on cars. We know that the blanket ban is senseless but we are still following it.

Please educate us then. I'm not a farmer but as far as I know, stubble burning is not a part of the farming process in any country, or even in other parts of our own country.

Secondly, when it is clearly known to one and all that the a significant population is in grave danger because of this practise, then continuing with it for years without a care, or even supporting it, is nothing short of anarchy.

It has been an integral part of farming. Across India and other countries. The same issue comes up every year in Malaysia - smog affecting because of stubble burning in Indonesia.

This was happening for ages. The fields were there before the cities and townships came up, not the other way.

A simple solution is to plough back the crop stubble into the field. It acts as a a natural manure too. I don't know why farmers resort to burning the crop remains. In nirth India at least, all field preparations and ploughing is mechanised now, so it is not difficult as well.

And did you know why were car owners not able to use public transport earlier? It was too expensive!

Excellent thought by Delhi, they made bus travel free during odd-even. I can't even imagine, how will it ever help a car owner affected by odd-even!

They want to show they are doing something, it actually doesn't matter what!
