That has been the case for while, at least for assistant professors. However, path to full professorship is closed unless a Phd, even a completely useless one is added to the title. I personally know people who shifted from IT to academia with 10+ years of experience. Could never get a promotion because of lack of Phd.

So the latest UGC rules are set to change this. What you mention as being the case for a while is actually a common but erroneous practice. A lot of people who’ve been making the switch from industry to academia use titles but aren’t actually (technically) categorised as such. They wouldn’t be eligible for promotions or remuneration per the 6th or 7th Pay Commission guidelines (though in reality some of them could be getting paid much higher).
In a manner of speaking UGC is legitimising this practice.
