Do PILs even work (not just on papers)?
In fact resorting to judiciary ever works in India?

Most of the problems in India are resolved* either by arbitration, or negotiations, or informally at police station by the local "police walla"/thanedar.
In certain cases these are not speedy or suitable, hence ppl resort to local MLA/goon.

So who is the ultimate working authority in India? (in descending order)
MLA/MP
Local goon
Thanedaar

You think filing PIL against the topmost authority is ever going to work??\



*Resolved: state of resolution of dispute - means a final outcome that both the parties adhere to. (obviously initiating and fighting cases in a train of courts for decades does not qualify)
