If this was taken in Japan, this would be some form of Mochi, Mochigashi or Wagashi (made from pounded Japanese glutinous rice), covered with Kinako (toasted Soy flour). This is soft but slightly chewy traditional Japanese sweet, most of the time with various fillings like red bean paste or fruit paste - mildly sweet. Dango is similar, but is normally small round balls.

I know this is OT, but the last pic shows how i got conned on the pretext of "NO CHANGE" that taxi driver just changed my currency notes and returned it back. I got to know through my hotel later that its becoming very common, so anyone travelling to MainLand, BE CAREFUL.
