Apart from water harvesting BBPM also should look the building construction. There should be no wall to wall Building. At least 2-3 ft gaps. So that water can go inside the ground. Remove all the drain coverage that people use for parking. This the drain will be clear for flowing water.
1. BESCOM offers rebate in the monthly electricity bill at the rate of 50 paise per unit subject to a maximum of Rs 50 per month. Before sanctioning the electrical installation of a building, the AE/AEE visits the premise, inspects the SWH installation and then only approves it.

2. BBMP/BDA have detailed rules and regulations governing offsets/setbacks to be left on all the four sides of a building depending upon the site dimensions. But, the problems lie in their implementation!

Ominous clouds again. In hindsight, good that the matches have been shifted out.
