Two websites with the same look and feel?

While browsing saw these two sites - Rally India! :: Index

and CLUBALENO :: Index

Both the sites have the exact same look and feel. Can anybody throw some idea about how this could happen?

They are using the same forum software and themes with Black and yellow as the main colors.

but is there not any copyright or anything issue? even if they use the same software they should have at least different themes for different sites. IMO it looks very unprofessional when two different sites look exactly same.

No rule as such. We use vbulleting which a lot of other forums use as well. Most of them have the same default blue theme. take a look at this forum:
