DIY: Process of getting a marriage certificate fully online in Karnataka

I recently got my marriage certificate through a fully online process in Bangalore even though my wedding happened in a different state. I thought of writing down the whole process here so that other BHPians can benefit from this.

Background: I got married in Odisha 5 years ago and my wife is from Jharkhand. Just after the wedding I tried to get my marriage certificate in Odisha by going to the municipality office. The official there told me that parents of both sides are needed as witnesses to be present in-person for the application. I am not sure if it's the actual process or they were just blocking looking for some bribe. I could not manage that being from different states and just dropped the plan to be pursued later on. The day never came and I forgot about it after moving back to Bangalore.

Recently, I heard about someone registering their marriage in Bangalore (which happened in a different state), albeit through the offline process at the sub-registrar office. I then started searching for the process, went through the official FAQs etc and found that there is a fully online process which doesn't need a single visit to any govt office (the dream!). I completed the application, had some hiccups, but finally got the certificate fairly fast for a governmental process. I share the steps below:

Re: [DIY] Process of getting marriage certificate fully online in Karnataka

Just a thing to keep in mind that this process is valid for Hindu Marriages (when both the bride and groom are Hindus). I am not sure if there is an online process for Special Marriage or other kinds of marriages.

Eligibility: Any one of the below 3 should be in Karnataka for you to be eligible to apply for this. I qualified based on address.
  1. Address of the bride
  2. Address of the groom
  3. Address of the venue where the wedding took place

Documents required (only soft copies):
  1. A PDF file containing pictures of the wedding invitation card and picture of bride& groom (in wedding attire). This has to be in a single PDF)
  2. A joint photograph of bride and groom in the exact resolution mentioned (2673x1890). You can change resolution on some online website. I did it using Windows Powertoys.
  3. Proof of date of birth (Birth certificate or 10th/12th pass certificates) for both bride and groom. Use certificates which are in English or Kannada. My wife had birth certificate in Hindi only so we did not use it.
  4. Proof of address of both bride and groom. We used Voter IDs for it.
  5. I had to upload of both of our Aadhaars as well I think but I don't remember what was it proof of. It does not have Karnataka address on it.

Re: [DIY] Process of getting marriage certificate fully online in Karnataka

Note to mods/readers: I could not insert the screenshots at the requires steps inline, and it's all coming at the end somehow. If someone could help with it I can edit and fix it.

The process:
1. Register and create an account on https://kaveri.karnataka.gov.in/
2. Start a new application after login.

3. Click on marriage registration.
4. Hindu marriage -> Hindu marriage online
5. Application fill up process starts

Application fill-up steps:
1. Upload your joint photograph with B2 size. It will work only if the resolution is the exact one mentioned (2673x1890), otherwise the upload will fail.
2. Details of the bride - Name, Address, Phone no, Date of Birth, Parents details
3. Details of the groom - Name, Address, Phone no, Date of Birth, Parents details
4. Witness details - Name, Address, Phone no, Date of Birth. Details are required of 3 witnesses, they can be all from groom's side or all from bride's side or a mix. They can be any relatives or friends etc. All the witnesses should be above 18 years of age.
5. On the next page you will be able to select the sub-registrar office in Karnataka from bride/groom address or wedding venue. Download your form to be able to e-sign on the next page.
6. Here you have to e-sign for all 5 people (Bride, Groom, 3 witnesses) using Aadhar OTP.
(After this I don't have screenshots as I was filling a dummy form to write this thread, could not proceed without the e-signs)
7. Then all the documents mentioned above are to be uploaded and sent to the Subregistrar Office.
8. The office will approve the application if everything is in order or send you back the form with corrections required (For me this step took just 1 working day ! Very fast for govt. offices). In case of corrections, you have to unfortunately fill the entire form again along with the 5 e-signs.
9. After the application is approved, you get a SMS notification. Then you have to complete the payment of the princely sum of Rs 25/-. And voila! After this you can immediately download your marriage certificate.

Hopefully this will be helpful to many BHPians.

re: DIY: Process of getting a marriage certificate fully online in Karnataka

Thanks. I wish i knew this last month.

If it worked - great for you.

I was trying to register my daughters marriage on kaveri and the following were the hurdles faced.

1) Getting all docs to the exact resolution is really a challenge. ilovepdf to the rescue.

2) The sub registrar kept rejecting the application and I had to restart it every time. Each time involves digital signing from bride . bridegroom, 3 witnesses. So 5 otps valid for 10 minutes.

3) I sent someone to office to find out why it was getting rejected every time. Out of the 5 odd times it was rejected, there was a genuine issue in the application thrice and twice were not convincing. My person told me that the sub registrar wanted his "fee", not to be confused with the official "fee" paid to our lords and master - the state. So long live the contactless and online system.

If you have the patience, just keep applying and note every rejection. (note that there is no record of submissions and rejection so you have to document it and particularly the rejection reason screenshots.)

After a couple of flimsy rejections, file a grievance or escalate.

I had just 1 rejection from Varthur Subregistrar Office and it was sort of valid. It was including the wedding pics with invitation card.

You can add the genuine rejection reasons here if it would help others.

Thanks a lot for the detailed steps. I just have one query as I was also trying to apply but I am struck in the step 3 Bride details.
Do I have to do the eKYC verification on each page of Bride details, Bridegroom details and Witness details as shown in the uploaded pictures from you or is it like all the eKYC verification will be done at the last at step no 6 as you have mentioned in the detailed steps.
I am trying to do the eKYC verification in each page but the verification page is not loading so just wanted to check whether am I doing it correct
Thanks in Advance

It is difficult to explain in words my gratitude for your detailed post. I have been trying to find out about the marriage registration process in Bangalore for almost the last month. I spoke to friends and colleagues, looked up "marriage registration lawyers," and was offered help at a cost (quote amount was Rs.12-20k). I visited the SDM office in person and got half-baked information. With your post, the process is very clear now, and I feel confident :-)

You need to only do the esign in the last step. The ekyc verification on the individual bride, groom etc pages is not required. I didn't even try doing those.

I have few queries. Will be grateful if you can please share some details against them.

1. With reference to your Documents required list, you have mentioned in point #1 “A PDF file containing pictures of the wedding invitation card and picture of bride & groom (in wedding attire). This has to be in a single PDF”
Query – Do I need 1 PDF with 1 page with both invitation card and picture? Or invitation card and pictures need to be on separate pages on the same PDF?

2. Picture of bride & groom (in wedding attire) on this PDF file and the “joint photograph B2 size of bride and groom in the exact resolution mentioned (2673x1890)” – can they be same photo? Or different photos required eg one in wedding attire and the other in any attire?

3. There is a step in your screenshot where the B2 size picture of bride and groom to be uploaded. But, where do you upload the PDF with both wedding invitation card and picture of bride and groom?

4. For eSign – is Aadhar OTP the only requirement? Do you need to upload your Aadhar in DigiLocker app?

5. You have mentioned on step #7 “Then all the documents mentioned above are to be uploaded and sent to the Subregistrar Office.” – does this need to be sent offline / manually? Or documents are to be uploaded online only?

6. Supporting documents like Aadhar, Birth Certificates, Voter ID, etc – is there any option in the application process to upload them?

7. Supporting documents like Aadhar, Birth Certificates, Voter ID, etc – what is the document format required – PDF or JPEG/PNG?

8. How many days it took for you to get the process completed and receive the certificate (including the delay due to rejection)?

9. Do you get a physical copy of the marriage certificate? Or you get a soft copy which you download and print?

1. Separate pages works fine

2. Not sure if the same photo would work. I had different photos. Moreover, in my wedding attire the faces weren't visible very clearly due to makeup, head covering etc

3. I could not post the screenshot of the page where all documents are uploaded because it was after the esign page. I wrote this guide after completing my process.

4. Aadhar OTP is the only requirement. No need of documents to be in digi locker.

5. It's just online upload in the application process. Nothing needs to be done outside of this online application process.

6. Yes this upload page comes after the 5 esigns are done. I don't have a screenshot of that page.

7. I am not 100% sure but all the documents were in PDF. Except the B2 photograph which was JPG.

8. First submission to rejection was 1 day. Second submission to acceptance and payment link generation was 2 days. Payment to marriage certificate available to download was 4 days.

9. Only soft copy is available, no physical copy.

Genuine rejections were:

1) Birth certificate copy was slightly cut. (Debatable if this is genuine but giving them benefit of doubt)

2) Aadhar copy was camera print and again as above

Non genuine ones were very random and I cant even recollect.

Main issue was just delaying and not taking action.

This seems to vary from office to office.

My suspicion is if you go personally to office after multiple rejection you will be requested "fees"

If you just sit tight they will have to approve after multiple delays. I found some escalation path in the SRO office with contact details. That is the LokAyukta office.

Best of luck to all who are trying. You can do it for sure without paying as long as you are not in a hurry.

Thank you for sharing the information.

I have been trying to get my marriage certificate and the SRO keeps rejecting it giving frivolous reasons.

I want to file a grievance and wanted to know if you took that route. If you did, could you please share more information on the same.

Clearly he wants his "fees". If it is Indiranagar SRO , guaranteed.
I would suggest to document dates on which you submitted, date on which rejected and reason for rejection. Note that you cannot retrieve this information later and hence keep screenshots.
I don't know the escalation path but you could send a formal letter to the SRO mentioning the above case history and to advise you exactly on what needs to be done. cc: the escalation path, but you need to find the superior officer. I dont know it offhand but to remember seeing it somewhere.
If you are in a hurry, this approach will not work and you would have to pay "fees".
Sad but this is a way of life
