I have done this in 2012 in Pune, by shifting the parking down by 5 feet from outside road level. This has to be in your building plan approved by PMC.

Please note that I am not an expert into construction and narrating my experience as a house owner only.

1. It worked well for us but cost went up as you need additional full RCC wall starting from the base foundation upto at-least 2 feet above the ground level in your plot. Drainage lines have to have drawn accordingly
2. In our case this was treated as a parking hence it was free of FSI however you need to build a ramp for it or provide for vehicle lift which increase cost further. The ramp design and implementation was tricky and required precise calculations execution and might not go correct in smaller plots where plinth is around 1000 sq feet
3. The level of the road outside, with current trend of putting in layers over layers of tar the road height goes increasing and could cause some water issues in future especially during torrential rains. One also needs to have a corner in the basement with a "sunk" where slope is given and the water in basement would accumulate and fitted with a pump so as to drain out the water
4. Check the termite level in your surroundings as they could easily get in
5. If you are planning to have large trees in your plot the roots could over period of time build pressure on the RCC wall of the basement.
6. In case you have lift planned then the pit of the lift would go even deeper and would have to be planned accordingly.

Overall I would not recommend the basement option purely from additional maintenance overhead point of view

I am toying with the idea of building a basement parking in the house am constructing. The location is in the Sarjapur area in Bangalore (I see a lot of clay in the sand in this area). The primary reason is to free up the parking space so I could have a larger living area/hall in the ground floor, plus have the flexibility of a large parking area to park 2 cars, 2 bikes and 1 cycle.

Seeing this thread, It doesn't look like a good value proposition at all. But unlike the OP, I have no other function envisaged for the basement. It will only be used for parking.

Any thoughts on whether this is a good proposition or not? More importantly, how will this impact my total construction cost?

As you have covered its not recommended for individual homes mainly from the cost and maintenance point of view along with all other points covered in earlier posts. However, you could take a cost estimate which you can then evaluate further based on the pros and cons listed in this thread plus any other points you might have.
Additionally, you could try to talk to few people from same area who might have constructed a basement to understand the local issues and experiences.

No idea how large your plot is and actual location but say it's 40x60, then no way will you get sanction for basement parking. You can consider Stilt parking if you want which should cost about 50% of your square foot rate. I would also first check a topography map and see if you are located in a low lying area before you even contemplate a basement.

The law with standard setbacks allows you to build Stilt + 3 floors but with a height restriction of 11.5m ( around 38')

Yes, Basements are not recommended unless you have a large commercial complex. The cost of construction and maintenance is high. Instead, I suggest you go for Stilt parking and have your home on the first floor and above. Make a provision for lift and you should be good.

Stilt will cost around 50% of the cost of a fully constructed ground floor.
