ECU remap was done for free by Honda dealers, and can still be done if you buy the "older" ECU version.

so does that mean that the vibration problem at lower speeds faced by 2000 and 2001 vtecs can be taken care off without too much of a hassel?

I assume you're talking about the jerks at extremely low rpms, when you let go of the clutch. Yeah, can be taken care of. Just to be sure, check with your local dealer prior to buying one.

Considering your budget n all, i suggest buy a 1.5 and then modify it if you wish for a bit more oomph.
A well tuned 1.5 will be faster than a stock Vtec.

FYI
approx prices in Bombay
2002 Vtec - 4.75-5.00
1.5 - 4.25-4.5
1.3 -3.75- 4.00
Mileage = Vtec = 11.5 in city with AC
1.5 = 10.5 in city with AC
1.3 = 11.5 in city with AC
Mileage based on friends expirience under normal driving.
Note : On the highway the 1.5 and the Vtec are slightly more fuel efficient than the 1.3.
