04 EII or 05 EIII Baleno?

Yes , In Pune also Maruti Dealer is giving around 62K discount on Baleno EII and EIII models. But I don't know why Maruti is not giving Baleno with Headlamp levelliing feature in this fully loaded Car (except tyres and backlights) which is mandatory for all cars of 2005 make along with EIII emission norm from April 2005.
