There's an update regarding the e-Pass situation. This year they're supposedly implementing a cap on the number of e-Passes that will be issued. Its 6000 for weekdays and 8000 for weekends, for the Nilgiris.

Oddly, the orders in the PIL aren't available on the MHC website. There could be some direction about it as well.

As of 30th Mar, you have to generate TN ePass to get an entry to Ooty, Not necessarily they ll check it all time, but you can be stopped at any point by the local police and can ask the ePass, I was stopped on the way to Manjur from Ooty and a police man came to my car and told everything is OK, you can go, they checked the epass status using my vehicle number and let me go. I stayed there for 2 nights and have generated 2 epass in total as my stay was in 2 different places.

E pass is mandatory from 1st April with total number of vehicles restricted as follows.

Nilgiris 6000 on weekdays and 8000 on weekends
Kodaikanal 4000 on weekdays and 6000 on weekends.

On the first day i.e 1st April the quota of 6000 vehicles was completed by 12 PM for Nilgiris according to news. So it is better to register for the pass online well in advance

Also,you need to upload your accomodation confirmation if you are staying overnight and you need to upload your friends or relatives house if you are staying with them. So keep all documents ready before you begin the registration process.
