Audi accident kills 7 in Bengaluru

I am not sure if this is the right thread. Admins please move or merge as appropriate.

Reports indicate that 7 occupants of an Audi SUV were killed when the car rammed into concrete bollards and then onto a wall. None were wearing seat belts apparently and the airbags didn't deploy. The report says that the car belonged to Hosur MLA from the ruling party in TN and had VIP number plate..not sure what that means.

Question for the community - though it is in early stages of investigation, what could cause the airbags to not deploy? I understand that it is part of secondary restraint system...

1. Could not wearing seat belts cause the airbags to not deploy?
2. Could the said VIP number plate hinder with the sensors somehow?
