Global NCAP Requests Indian Carmakers to Adopt UN Car Safety Standards:

After the interim order of the*Guwahati High Court to ban small cars in Assam, Global NCAP has requested Indian carmakers to adopt United Nations safety standards for front and side impact from January 1, 2015. In a letter to the Society of Indian Automobile Manufacturers (SIAM), the global crash-test safety agency has suggested automakers to take voluntary initiative on car safety instead of waiting for the Indian government's new occupant protection regulations under Bharat New Vehicle Safety Assessment Programme (BNVSAP).

David Ward, secretary general of Global NCAP writes, "In the wake of the recent Assam Interim Court Order banning the sale of small four-wheelers that fail international crash tests, and ahead of the new occupant protection regulations being applied by the Indian Government from October 2017, Global NCAP respectfully encourages SIAM to take its own voluntary initiative on car safety."

Speaking on this matter Ward said that the Indian automotive industry is where European countries were 20 years back in terms of safety.

Currently cars in India need to pass only the front crash test aka steering impact test, and stricter front offset crash tests under BNVSAP will only begin from October, 2017 onwards.

A wonderful initiative and very thoughtful of them to request SIAM to adopt international standards.

Now, lets wait and watch for the comical reasoning the babus and head honchos come up with to deny this request.

I bet it will be along the lines of:

"By selling cars that do not adhere to a minimum basic safety standard, we are encouraging our customers to drive safer and making India a safer place!

How? Simple! If they have a safe car, they will go fast and cause accidents.

If they don't have a safe car, they won't drive fast, thereby reducing accidents!"

With this in mind, I'm not very hopeful of meaningful legislation to enforce Global NCAP standards.
We might end up with a NCAP program that tests cars at 20km/h - A condition that I recall Maruti's chairman/MD specifying in a different article

Absolutely, in a country like India the conditions are too dynamic to bring about a change for good. Nonetheless the UN initiative is praiseworthy and a step in the right direction but the biggest hurdle in the implementation is the economic disparity widely prevalent in the country. In a country where destiny scores over efforts, the safety is always the last thing on the people's mind.

The masses themselves are not concerned about the safety, which ultimately motivates the car makers to come out with low on safety small cars on the pretext that any increase in the car price owing to raise in safety standard, will affect the sales and would ultimately turn away the potential buyers. Every sane thinking and safety conscious motorist sincerely hopes that the things improve for good, till then all the talking on the issue is like beating a dead horse.

Agree! This should be the other way around. It is our high court order, and to follow our own court orders, we still seem to need an external "push".
But at least it is a good news that there is already some plan to implement certain safety rules from 10/2017, let us hope at least such rules are strict and compulsorily phases out all models that are not complying the norms.
There should not be any other way out to sell these non-complying models (such as adding a bumper guard as a workaround for failed crash test)

This will be really interesting. Rather than request UN should have given a mandate for all car manufacturers to have vehicles adhere to the safety requirement and have it publish its rating in the brochures. (I Know its sounds weird)

A lot depends on educating car buyers too. We are eager to spend a lakh bucks on HU & alloys on a base version of a swift rather than buying the top - end which has the most number of safety features.

Global NCAP urges 12 global carmakers to harmonise with UN’s new vehicle safety regulations.

Welcoming the UN General Assembly’s recognition of the vital contribution that crash avoidance technologies can play in reducing road fatalities and injuries, international automotive safety watchdog Global NCAP has written to top global carmakers, urging them to adopt minimum safety requirements to align with UN’s latest resolution to halve road deaths and injuries by 2020. On April 15, the United Nations General Assembly adopted a resolution which represents the strongest ever commitment on road safety made by UN Member States

In line with this, Max Mosley, chairman, Global NCAP, has sent out letters to a total of 12 carmakers including Asian manufacturers like Honda Motor Co, Hyundai Motor Co, Suzuki Motor Corp, Toyota Motor Corp and Nissan Motor to consider adopting policies and measures to implement United Nations’ vehicle safety regulations or equivalent national standards to ensure that all new motor vehicles meet applicable minimum regulations for occupant and other road users protection, with seatbelts, airbags and active safety systems fitted as standard. The other eight global carmakers are Mercedes-Benz, Fiat Chrysler Automobiles, Ford Motor Co, General Motors, Renault Group, Volkswagen AG and Groupe PSA.
