While not denying this is useful thing to have (ie, reflective surface), the onus is on the driver of the vehicle to anticipate these things especially in challenging conditions. Also it is pretty much impossible to enforce any kind of these laws in our country.
Take for instance the change of private vehicle number plate from Black background and white letters to white background and black letters. This rule came into effect in 2004/2005. But if you drive to b/c-towns you can see many bikes/cars still sporting the old black background/white numbers plate.!
So, in this scenario, nothing can beat an efficient and proper defensive driving technique in these conditions.
We hear so many stories of cars/bikes hitting dividers, trees, rocks, etc. These things are not in motion... it is the vehicle which goes and bangs against it and causes an accident. But frequently the news get reported as if the obstacles are the reason for the accident!
Even if an idiot/careless lorry driver parks his vehicle without the rear lights or in a dangerous angle, what stops the driver of the car from avoiding the obstacle ?
In this instance it is fog - the impact/damage could have been avoided if the chap could have gone much slower. If visibility was so poor, it would have been lot better to pull over to the side and wait till the fog clears a bit! We all try to save a few minutes/hours here and there and pay a huge & terrible price... I am also guilty of these and have done it many times in the past. Maybe the good Lord and luck was on my side.. Nowadays, I try to consciously practice defensive driving even though it is a bit irritating sometimes!

Anyone who races off into low visibility at a speed that exceeds their stopping distance almost deserves to hit something. It's just a shame about the passengers that suffer.

The front crumples easily, than the rear. If the cars were swapped, we would be noticing very similar results. The bumper of the Altroz looks damaged and we cannot see the extent without opening up the bumper.
If the folks in the Suzuki were belted, they should have walked away fine - since it does not look like the impact reached the passenger cabin.

The bumper caves in against the rear panels in such cases before retracting back to its shape as the bumper is flexible. Although it looks like minimal damages, there will surely be deformations along the boot well and the costs could be significant if the suspension and axle is impacted. Looks can be deceptive.

I am not disputing the claim that the front end crumples easily than rear. But, there is empirical evidence that Suzuki cars fare badly in a crash than Tata cars, GNCAP results for example.
An anecdote, there was one
crash where the Nexon rear-ended a Ciaz, in this case, Ciaz was the one with more damage.
A Traffic Police personnel was dragged on the bonnet of a car in Nagpur after he was charging a car for rash driving. The driver of the vehicle has been booked for rash driving.
Either the law is not strict here or the law is not strict for the wealthy. How can one even think of running over someone? Strict punishment is the need of the hour, and it should at least years of imprisonment.

I feel the biker didn't follow the speed limit, it is a narrow road and he was a bit too fast. That's the problem with kids these days, owning a race bike will not make them motor racers. I feel for their parents who would have had great dreams, may he RIP.

Ultimate goal of a journey is to reach the destination. But people forget that and end up hurting themselves and the people around them. We are mortal, we should accept the truth.
Look at the "road" in which he is doing such speeds. It is more like a street.
