Technocrat : Can you elaborate on what you mean by AASI? Technocrat .. how does it gets rid of Hypothecation issues?

mempheS.D : The AASI can do all hypothetication removal processes for you once you are a member. Without the bogging down of walking in and out of RTO offices or getting tossed around. Especially in situations wherein one cannot figure out the local lingo.

Needed to cancel Hypothecation of the Ikon and transfer it from company name to my name. Being a member of AASI, have been going through them for the last few years. So this time again, I submitted required documents to the AASI office, and in 3-4 weeks the process was completed and I got my new smart card (instead of the old RC book).
It took 3-4 weeks because this also involved a change of RTO. Total expenses: approx 500/-, including AASI service charges.
@mempheS.D - even though I am a localite, I still go through the AASI as much as possible. It's so hassle free.
I successfully removed hypothecation on my bike's Registration card using this guide. Thanks a lot :)
Now it is a two visit process, in first visit you pay some 150 or so depending on what the varification officer tells you. In next visit, you pay the 350Rs charges for Smart card, and check your address and names and stuff. The card is then sent by speed post after 15 days. Very straight forward process.
The problem was though I had the loan closed and NOC from ICICI they had come from Mumbai, but had to come from the branch that disbursed the loan, so ICICI knowing fully well that this was the case sent it from Mumbai HQ rather than directing my query to the branch that disbursed the loan from Chennai. So upon going to the RTO I was turned away at the entry itself. Then sought the services of the agent as the RTO's system was down, my misfortune, paid Rs1000 for the removal and smart card. By that time I had already visited the RTO 3 times. I can't afford spending prime time sitting it out at the RTO, first thing in the morning, feel useless and hopeless unless the work is complete is within a day like the driver licence process.
Has anybody done this process recently in Pune? I have closed my Car Loan from Tata Motor Finance and they have not issued me any Trade Certificate. Is this piece of document mandatory? please:

All in all, you need to make 3 visits to the RTO.
1st Visit : 4 steps
2nd Visit : 2 steps
3rd Visit : Collect the updated RC Smart Card. Total Cost - Rs 450 |
I just did this process at Pune RTO and there are slight changes.
1st Visit: 4 Steps (Rs. 150)
2nd Visit: 2 Steps (Rs. 350)
3rd Visit: Eliminated. Smart Card is dispatched by Post :thumbs up
Total Cost: Rs. 500.
I have a PP of 1992 model for which I had taken a vehicle loan and closed long back. Got a Form 35 also signed from the bank. The RC book itself is made of two books one the regular one and the next for paying the Life Time Tax. My address has also changed within the same place - Mumbai. In this case can anyone enlighten me as to how to get the lien cancelled. Ther will be no trade certificate or something like that.
Pl help.Vehicle is registered with Andheri RTO. I want to sell this vehicle and hence this lien cancellation. Vehicle is in good condition.

STEP TWO: Submitting your application
Once you enter the building, you'll see a lot of counters with clearly marked numbers on them. I roamed around a bit & then started asking questions to people there on what needs to be done. Luckily for me, there was this gentleman who willingly explained the rather straight-forward procedure.
You need the following documents to complete your application: - No Objection Certificate (RTO copy)
- Form 35 (Both the copies, duly signed by yourself)
- Registration certificate - Original
- Driving License - Copy only
- Insurance policy - Copy only
- PUC - Copy only
Staple all the papers up together. Then, carry out the following steps to get the hypothecation removed from your RC book: a) : Get all the documents checked by an officer. Ask around to know who the verification officer is (easy to find). b) : Get these details entered into the RTO computer system (e.g. counter #31 at the Pune RTO). Then, walk over to the counter in charge of your number series (A, H, AB, CY etc. are clearly marked). Hand your papers to the concerned officer (at that counter) and ask him to approve your details (that have just been entered into the system). c) : Go to the payment counter and pay the Rs. 100 fee (counter #19 at the Pune RTO). d) : Go back to the officer in "step b" (who approved your details in the computer system). The officer will collect all your documents & give you a date on which you should come in next. This period is essentially used to verify all of the attached documents & get them approved by the concerned officer. e) : On that specified date, you will have to revisit the RTO and meet the same officer (from "step b"). He will hand over your documents along with an "Acceptance Form", which essentially contains all the details mentioned on the RC. It is given to you so that you can make any corrections (if needed). In my case, I found that my surname was spelled incorrectly. I corrected the same with a pen, signed on the same spot & handed it back to him. He then made these changes into the RTO computer system. f) : I was sent, along with all the documents, to counter 14 / 15 (whichever is open) to pay Rs. 350 (fees for the Smart Card RC). You will get a receipt & be asked to collect the Smart Card RC after 4 days (or in the ballpark). g) - Go to the RTO on the date given, and collect your new RC Smart Card (sans hypothecation) :). |
A small Change :
b) : -Get these details entered into the RTO computer system (e.g. counter #31 at the Pune RTO).
-If you already have a smart card , you'll be sent to counter No 1 , thats the first window you come across as soon as you go up the stairs. At counter no 1 , you'll have to get a "KMS OK " approval from teh guy at the counter . They insert the smart card in a card reader and then the computer shows KMS OK . The guy writes KMS OK on your papers .
-Then, walk over to the counter in charge of your number series (A, H, AB, CY etc. are clearly marked). Hand your papers to the concerned officer (at that counter) and ask him to approve your details (that have just been entered into the system).
c) : Go to the payment counter and pay the Rs. 170 fee (counter #19 at the Pune RTO).

Yes KA-01 is Koramangala. KA-51 will be Electronic City.
Last week i got the Hypothecation removed for my Car(Koramangala RTO, Bangalore). I had the old RC book, but i was told that no need to apply for RC smart card.
So i had to just pay 100 rs for the process and submit the documents at the counter post verification(along with the postal cover)
So this is actually a one visit process now. And glad to see Government offices are operating more efficiently now(still long way to go)
Only one question, I got this done on 11th May(Friday) and i was told that it takes a week for them to deliver the RC book.
Any idea how much time does it really take ?
I have done hypothecation removal for my Laura through the agent in Tafe Skoda showroom. He collected the orginal NOC and Form 35 along with my smart card 2 weeks back and I got the smart card back yesterday.
He charged me Rs. 350 for this - which is quite reasonable, I think. However - I am not sure where to check if the hypothecation has been removed or not. Agent said he will send me a website link - but hasn't sent it yet. Would anyone have any idea where to check?

Even I got this done recently in Jayanagar RTO. It's not a one step process unfortunately. It's the same old 2 visit process where you submit and go back later to collect (because they rarely post the RC book even after their delivery date expires)

Received my RC book sometime back.:thumbs up Really smooth operation.
As usual team-bhp helped me plan it well to avoid any last min surprises.
Thanks all
I was finally able to get the website details. It's Vahan (
https://vahan.nic.in/nrservices/faces/welcome.jsp) and you could see your vehicle details by doing "vehicle search" option. In there you have to provide registration # and last 5 digits of your chasis number. It throws all data relating to vehicle. Guess - this works only for vehicle data which has been digitized.
I was able to see that hypothecation has been removed for my Laura and now it shows under "previous financer name and address".
