These type of handle bars are usually referred to as rally handle bars
as the bike has a 16 inch dual purpose tyre at rear and similar in the front.
it might be used for dirt racing events.
and its not wierd and whacky at all.

That "pulsar with polio" sure is a Hero Puch 3-G (3-speed manual gear - - as opposed to a 2-speed version that was available earlier to it). Have fond memories of using one all over Ahmedabad in the mid-'90s. :)
