The Delhi government is reportedly weighing a significant policy shift that could reshape the capital’s mobility landscape. Under the proposed Electric Vehicle (EV) Policy 2.0, the registration of new petrol and diesel-powered two-wheelers may be halted starting August 2026. This initiative is expected to be a cornerstone in Delhi’s efforts to promote cleaner transportation and reduce vehicular emissions.

If implemented, this move would mean that electric motorcycles and scooters would become the only options for new buyers in the two-wheeler segment post-deadline. The policy is also said to include measures to encourage EV adoption in the four-wheeler segment, with a proposal to mandate that any household’s third car be electric, ensuring a gradual but steady transition towards sustainable mobility.

Further extending its focus on cleaner transport, the government is reportedly considering a halt to new registrations of fossil fuel-powered three-wheelers from August this year. This would effectively push auto-rickshaw operators towards electric alternatives. Additionally, owners of CNG-powered three-wheelers that have been in service for more than 10 years might be required to either switch to EVs or retrofit their existing vehicles with electric powertrains.

To facilitate this large-scale transition, authorities are said to be working on expanding EV charging infrastructure across the city. Plans are reportedly underway to install more public charging stations and enforce mandatory provisions for charging facilities in newly constructed buildings and public areas.

With these ambitious measures, Delhi aims to achieve a 95% EV penetration rate by 2027, positioning itself as one of the frontrunners in India’s clean mobility drive.

The existing Delhi EV Policy, first introduced in 2020, played a crucial role in accelerating EV adoption but officially expired on August 8, 2024. It has since been extended multiple times, with the latest extension running until March 31, 2024. The upcoming EV Policy 2.0 is expected to build upon these foundations, introducing long-term strategies to enhance and sustain the shift toward electric mobility.

While this proposed transition holds promise for a greener future, it also presents challenges such as affordability, charging infrastructure development and the readiness of the two-wheeler industry to cater exclusively to the EV market. Stakeholders, including manufacturers, consumers and transport operators, will likely be watching closely as the policy evolves and moves towards implementation.

I wouldn't be surprised if only a watered down version of this actually comes to act. How often is it that we hear from our Govts. of things that they're 'considering'? There is a lot of unrest, uncertainty and fear among the public on this regard; and such out of the blue 'sharing of intent' is strange to me.

I guess, it is "encouraging EV adoption" with that particular 'third car' rule. But, in all other aspects, 'encouraging' is a pretty passive word to describe this, for it is not a lack of courage that hinders people from adopting EVs. Improving charging infrastructure is one thing, but same of public transport should also be considered to complement such bans. A huge chunk of working class people depend on the mobility cheap scooters and motorcycles offer. Taking something they depend on away from them, without providing a reasonable alternative, would be a disaster to local economy.

This would be a dumb and irrational policy if implemented, as many people in India still rely on motorcycles as their primary mode of commute. EV bikes simply can’t replace them yet, and it will take years for electric bikes to come close to ICE powered motorcycles in terms of practicality and adoption.

This is a classic case of putting the cart before the horse! Electric charging infrastructure will become a daily struggle for all those who are forced into it. But its what happens anyway, the government wants to sell cars before the road capacity is increased and build houses before even roads are made!

As impractical as this is, this is a cancer that will unfortunately spread to other states and union territories.

Just the other day a toddler was burnt beyond recognition by the family's 2W EV in Chennai as it was being charged at home.

This is beyond debate - if we eschew the proven and blindly thrust the un-proven upon the masses, we will enter the realm of the unknown very quickly. The Sri Lankan PM did exactly this when he listened to a green crusader from India and banned all chemical fertilizers in 2022. It was at that moment that SL as a nation began its spin into near-anarchy after their farm outputs plummeted drastically. In Delhi's case, we will inevitably start seeing a whole lot of EV fires, injuries and fatalities and unrest in apartments and gated communities (arguments, physical fights, legal cases etc.), with Li-ion thermal runaways being what they are. We're talking uncontrollable bonfires in apartment parking lots and other mass parking lots (railway stations, malls etc.).

It's not that EVs are statistically more fire-prone than ICE vehicles, it is the severity of when they do burn that's on an entirely mind-boggling level.

Its a bad news for Delhi 2W commuters:-

1. Most 2W EV's do not have a range extending beyond 150 kms, and this is just claimed. For some commuters in Delhi, this means a 2 days run/ charge with maybe no charge to spare. Their personal life might suffer, not to mention emergency situations will leave them hanging.

2. Unless you ride more than 60k-1L kms, the increased cost of an EV is not offset by the fuel price saving. Thus, it will become costlier for the common man to travel.

3. Charging infrastructure will need to be developed on a large scale and not in malls and showrooms, but housing socities. As of now, mostly they just install one charger, the owner's personally purchased one.


While many may be expecting immmediate impacts, only the new registrations will be banned as per the news. Considering that many already choose EV only, there's a small minority that will be affected.
So, the environment situation is not likely to be visibly improved within the new few years.


The better option is to focus on industries, and technology of diesel buses and trucks.

Last choice, would be to ban cars for solo male travellers (on Pet./Die. vehicles) in the age group of under 40. This can easily be implemented also in form of CCTV cameras & home delivered challans.
Immediate ban will help a lot, but registration/license ban can also happen. A male car owner must be licensed on motorcycles, for 10 years before upgrading to a car, this is a possiblity.

The car owners, it has been scientifically proven, occupy the most space on the road, occupy the maximum cubic capacity (of engine) per person and fuel consumption per person too, assuming if a 5 Liter (engined) diesel bus carries a min. of 10 travellers at a time.

Sorry for the above conclusions, I know I'm on Teambhp and many won't agree here and I understand, but think about the city:- Not every 2W owner can get a 4W. But a lot of 4W owners can go 2W to make it less crowded, less polluted and far less congested in parking. Win-win it is.
A drive with a capable leadership needs to focus on 2W, not detest people from it.

What a pathetic scenario for the common man !! Instead of fixing the root cause blame easy to target common man than fix crop burning, black smoke bellowing transport/commercial vehicles, unregulated heavy industries and rampant developement(?) of real estate/roadwork/digging and opening up loose soil, ban motorcycles !! I will never return to the city I grew up in. Another irritant in my perspective is the banning of X years old vehicles ... 10/15 as per the case of diesel/petrol.

Doesn’t anyone have data from 2020 March (Covid) when we were in lockdown, about the pollution trend in New Delhi when there were no vehicles on the streets?

If not, let’s do it once. Give them a week. A full-on ban during the worst months to prove that it is or is not, personal 2-wheelers causing this.

There was a time when RE was for those who could balance the Bike with One Leg and be able to Kick the beast with the other. With the introduction of Self Start, even those with Cigarette type skinny limbs also started riding RE.
I am imagining how REEV or EVRE would look or feel like on the road without it's signature Dug-Dug ?

Similar policy was implemented in Chandigarh 3 years back inspite of condemnation by traders and common public alike. Needless to say, it led to chaotic situation for public mobility and two wheeler trade, and to public exchequer which was already in precarious situation.

Then the policy was silently rolled back after 2 years in implementation.

High-level discussions to phase out petrol & diesel vehicles underway.

Plans are being discussed to phase out pure diesel and petrol vehicles in Delhi- NCR, pushing for more electric, hybrid and CNG vehicles.

The timeline for the same is under discussion and will keep in mind all stakeholders as well as category of vehicles.

No ban on petrol 2-wheelers in Delhi from 2026, govt. clarifies

The government of Delhi has extended its current EV policy for three months. The government has also confirmed that it won’t implement the EV Policy 2.0, which proposed a complete ban on petrol-powered 2-wheelers by August 15, 2026.

Transport Minister Dr. Pankaj Singh clarified, “All bikes and autos will continue to operate in the Union Territory.” Discussions on the new policy are currently underway, and in the meantime, the existing policy will continue to remain in force.

Another official said that phasing out all non-electric 2-wheelers and autorickshaws was just not feasible. “There are over 1,00,000 autorickshaws and 2-wheelers in Delhi. It’s not feasible to phase them out or push for an immediate shift to EVs,” he said.

2 questions.

Is there enough backup plan for the NCR Grid to power 10Cr automobiles? However small the battery in a scooter be.

Is there enough Infrastructure in place to recharge these vehicles.

We must understand that the Diesel Ban, CNG implementation, BS1-2-3-4 phase out, all were around ICE engines and 1 CNG pump can handle 100s of vehicles a day, and petrol was a backup if CNG runs out.

But one city cannot face 1000s of 2 EVs with a dead battery every day. It will be chaos.

Hybrid is here to stay - Wish India makes the worlds first Hybrid 2-wheeler. Wonder if anyone is even remotely working on that design/engineering.

PS - Hybrid in real sense, a proper EV/motor driven wheels which can be recharged by a small onboard petrol engine - Not what Yamaha is selling currently.
