I am not sure about RE's reason for this, but I will share my personal opinion.

To fit monoshock and USD forks; they currently do not have any specific size tailored for 17' wheels and the stance for which they are aiming. Yes definitely, it would improve the ride and provide a cleaner look at the rear.

If you notice the Bear 650, it comes with 19' spoked wheels in the front and 18' at the rear, hence it was an easy choice to go with SHOWA USD forks and rear shocks. I believe this has to do with the suspension travel at front and rear. For example, same reason why you cannot retrofit the Super Meteor SHOWA forks for any other RE model.

Also, another point is that we are insinuating based on current information. This could also be a near-production version. They still have time to make changes if certain changes don't work for them.

At this point, the aftermarket support for the Interceptor/Continental GT 650 is large enough that RE can just slap on some of those parts and call it a new bike. The 750cc big bore kit by S&S Cycles has existed for a while. There's also some guy in Thailand who converted the front brake to a 4 pot setup and sells all the necessary fabricated parts. Even for suspension, there is everything from full on fork cartridge conversions to fork emulators to progressive springs.
