May be Bajaj wants to have the market to itself and its partners. This is better than sharing the segment with Suzuki, Yamaha etc. Like how Maruti does it.
This could be for the south east Asian markets like Indonesia, vietnam and singapore where there is a limit of 250cc, above which, the import duties are exorbitant. Same as why KTM brought out their 250 inspite of having a 200 and 390 in the stable.

Triumph could launch the 250 here too but may be at a later date.
