Although unlike cars, there is less redundancies built in 2 wheelers to avoid running out of fuel.

Bike taxis aren't allowed to operate in Kerala yet. They did try once but stopped after protest from auto rickshaw and taxi unions.

And this section only
applies to private or public transport buses anyways is what I know. Reason and logic being that in a private/stage carrier bus, there could be lots of passengers and in case of a fire hazard it's impossible to evacuate them all in time while refueling. These buses usually fill fuel every morning before starting operations and they only need a full tank to operate for the whole day.
