I believe you may have overestimated the money and effort it needs to get the bike running. Do another inspection yourself or get a trustworthy mechanic to do it and reassess the situation.
First thing to do is, wash the bike to get the dust and grime off it. You'll also be able to inspect and work on it a lot better.
Next thing is to get it to start. Once you get it to start, you'll have a clearer vision for what to do with it.
Once it's in the bare minimum running shape (which by my estimates wont take you more than a couple thousand rupees), you can decide whether to run it yourself, or sell it.
Scrapping it would be a waste. Just tear it down into parts and sell them separately if you have to.

Check if they're really worn out or are still usable. Hard compound tyres can take some weathering and can usually last a long time even in storage.
Fill up air. Once you've filled it up, check the tyres. If the tread depth is okay and there's no huge cracks in the sidewall, the tyres are probably still usable. If the air pressure still holds after 24-48 hours, your tubes are also doing okay.

Chances are, your suspension is in decent enough shape as is. You can just replace the fork oil and seal just for good measure and the front suspension will be serviceable again, not necessarily in top shape, but serviceable. Cost of oil and seals is not much. Even if you want to replace the springs, they're cheap.
Wash the dirt and grime off the rear suspension and inspect it. If the action is fine and there's no loud squeaks or thudding noises when you run the bike, you don't need to change it. Even if you want to replace them, you should be able to procure new Gabriel units around 2k. Or ask your local junkyard dealer for cheaper stuff.

First, get the brake master cylinder, and banjo bolts cleaned, and pump some fresh brake fluid into the system and bleed the old stuff out. Replace the hose if necessary. This should likely sort out your tight front brake. Replace brake pads and drum brake shoes if needed. They're cheap anyway. Total cost would be around 1.5k.
