I deciphered the VIN of my Vespa
Manufacturer: Piaggio
VIN Characters: 17 (beginning with MET...)

Decode:
1st character M denotes Region
2nd Character denotes Country (in combination with 1st character)
3rd Character denotes manufacturer (in combination with 1st and 2nd character)
4th to 7th characters are unused till today
8th character denotes vehicle type
9th character is Factory code. Piaggio has only one plant at Baramati. So it is A till today for all scooter models.
10th character represents the YEAR of Manufacture
11th character represents the MONTH of Manufacture
12th to 17 characters is a running serial number

An Example:
If the VIN is MET0000CATF000123, it means that it is the 123rd VespaS125 manufactured by Piaggio India at their Baramati plant in June 2015.

WMI(World Manufacturer index)
1st three characters are called as World Manufacturer index and this uniquely identifies the manufacturer of the vehicle.

CBR 250R's VIN number can be decoded here. It's a 9 year old post, but should be still relevant today.

Can someone please decode this. Bought this yesterday. The Sales executive told me that it is March, 2021 manufactured and in the RC the same will be shown. Just wanted to conform. I did try to decode but I'm not understanding it properly.

9th character = MONTH = C = March
10th character = Year = M = 2021

Also if you look at the bottom right side of the sticker, those digits look like the MFD of the bike = 03.03.2021.

Yeah, that is the date of manufacturing. The sales executive told me that. Just wanted to conform that via VIN code. Thanks :)

Thank you @hemant.anand
I was able to decode my ather manufacturing dates and many other things. Mine was manufactured in January 2022 and registered in the same month.
This VIN can contain a whole lot of information. Thanks for sharing the knowledge.
Although if you don't mind, 1 question that comes to mind is where did you get this info? :)

You're welcome! Most of the information is available in the public domain and I compared VIN of vehicles of my friends to decipher the codes. Nothing confidential or extraordinary about it :)

Aprilia dealer claims that 2 = 2022. Can someone confirm if this claim is accurate?

Here's how Hero Motors VIN is calculated. Example given is for Xpulse 4V 200 BS6.
Month and Year notation follow same logic as in Hemant's post.

Can anyone please share how to decode month year for Suzuki Access125 model? I'm getting delivery soon and SA is claiming it to be January 2023 manufacturing which I want to verify. Thanks in advance.

I got the Chassis number of my SM650 today (ME3P7B6FEPXXXXXXX). Can someone please help with the Month and year of the make from this?

Yes they are right. Even I had this same doubt. According to the Owner's manual, 10th & 11th digits correspond to the manufacturing year and month. In our case, 10th digit being "2" means it is manufactured in 2022.
It is still strange as it may also mean 2002. (when I tried decoding my VIN in some of the online free VIN decoders, they returned results as 2002 made vehicle) I think it is controlled by the year the particular model is launched or simply by the project code which is the 8th digit.
