What is the process to scrap a bike?

Hi All,
Some advice needed on what is the process to scrap a bike.

I had bought this bike Bajaj Calibre in 1999 june This was under finance and it got cleared in 2000 Dec and hypotheciation was removed from bajaj finance, and in 2001 feb i was supposed to relocate to A.P, so I took a NOC from the RTO Indiranagar. But never asked for any road tax refund. But situation also changed and I was not going to relocate to A.P for good. But I never cancelled my NOC, and I still got my insurance done and continued using it in Bangalore.

I know it was a mistake on my part to not to get it cancelled then itself, so what can be done now to resolve the issue.The road tax is paid in full in karnataka.
I tried to sell it 4 years back in bangalore, but due to the NOC, I was asked to get it cleared from AP which I never took the bike there. Given the cost of doing so and hassles and just for 11k resale I was to get. I dropped the idea, then used it for 1 years or so my self, and since then it needed maintenance and I stopped using it. My 2 wheeler license also expired. I now only use the 4 wheeler.
So I have been just waiting to get rid of this but don't know the process how to scrap it, don't want it to go into wrong hands and be used for doing any wrong things.
Its not in a good condition, I am sure even If i want to make it in a ride able condition easily I will have to spend 4k to 5k or more. Since its already 16 years, the bike can be scrapped.

Let me know where in Bangalore can this be done, I live in the Bellandur area on outer ring road.

The right process to get a Motor vehicle scrapped is to approach the RTO where the vehicle is registered for a "Scrap Note".

For a "Scrap Note" everything needs to be in order:
1) Registration certificate
2) One Time Road Tax duly paid.
3) Insurance
4) PUC
5) No NOC etc...

I had to scrap my Late Fathers scooter which was not in my name so as per the process I was suggested to go to court and prove my right for the scooter, get it registered on my name and apply for the Scrap Note.

As this was too much of a trouble and money invested, I personally took the scooter to a "Bhangarwala" and made him break the scooter into more than 4-5 parts so that it was not usable at all.

He cut the chassis, break the engine into few parts. I ensure that he chiselled the chassis number into two different parts. I then took all these parts and threw them in a very big pile of heap of junk parts at different places so that no one can re-assemble the parts together. I clicked pictures of the whole process for my safety in future.

The "Bhangar wala" (The one who scraps) told me that even they do not take a risk to scrap the vehicle as a whole due to misuse of the vehicle by terrorists.

Scrapping a 30+ year old scooter in Delhi

A friend has a nearly 30 year old Bajaj Chetak belonging to his deceased father lying unused in Delhi and asked for my advice on getting rid of it. Due to its age, it seems it cannot be sold or transferred, so scrapping is the only option.

I saw this thread (What is the process to scrap a bike?) which is a little bit dated now so I thought I'd ask around to get the opinions from the experts here, plus Delhi/NCR-specific info.

Ideally best scenario is if anyone is able to (re)-use it but if it must be scrapped then so be it. Ideally someone who can provide doorstep service because rest of the family are all elderly and can't exactly run around.

Like I said, if the papers are good, you can find a taker in KL purely out of passion & give a fresh blood to the aging scooter

For the benefit of those who might come across this thread later, a Mahindra subsidiary called "CERO" runs a government certified vehicle recycling / scrapping service and have agreed to come and pick up the vehicle.

I checked with a friend in the used two-wheeler line.

Apparently, here RTO asks people to renew the FC if the bike is in running condition. Only if it is not in running condition then one can go for official scrapping. RTO charges for scrapping - Rs 3500.

This is from people in the know, who do FC renewals.

I also dont understand the logic, so guys - dont ask me the logic of what I have shared.

After not using it for 3-4 years since the last puncture that it had, The Easiest option for me was to go to a new bike showroom and exchange the old one, I got 2K exchange price discount, and a proof of exchange document. So got myself an Activa This was lot easier than looking at this old caliber lying around, Ofcourse felt sad to let it go.

I have a Kinetic ZX Zoom that I purchased in 2003 (so registration expired in 2018). Now it is a rusted heap of metal taking up space in my parent's house compound in Kerala. And I live in Bangalore. The vehicle has not been driven for 5-6 years now.

An acquaintance of ours has a buyer who will take away the vehicle for scrap value (a couple of thousand rupees, not more is my guess). I really want to do this and clear out the space - especially since an ophidian reptile was spotted in the vicinity creating some panic in the household.

I couldn't find the VIN on the vehicle (where it ought to be - maybe completely rusted). So at the moment I am planning to do this: A covering letter and long-form application for cancellation of registration, along with the smart card sent to the registering authority via RPAD should be enough?

It is erstwhile AP10 - Trimulgherry RTO. I presume it is still at the same address and apart from the code, nothing else has changed.

A minor point is that when I moved out of Hyderabad I took an NOC to Chennai (Thiruvanmiyur), but never re-registered the vehicle there. From Chennai I took it to Kerala but did no paperwork updates.

I am in a similar situation with one of my scooters as well, except that the vehicle is still in good condition. Erstwhile AP registration, took NOC when I moved from Hyderabad to Chennai but ran in to issues with re-registering and lost interest. I still keep the insurance on it active, but not sure if it is even worth doing so anymore.

Some clarity on this might help. I saw one more message above about Cero recycling. I might actually let this go for charity too, if they can take it for recycling with proper documentation for change of custody (which they claim to do, including notifying the RTO on destruction of vehicle).

The vehicle is in running condition after 66K on the odometer, since I maintained it well. If there is a way I can make the RC active again and sell it (without having to lug it around to AP), I am quite OK to do that. Any pointers on that as well would be appreciated.

This might not be the ideal solution you are looking for but a bhpian had put up his scooty for give-away on the T-BHP Giveaway thread. I had it for a few months and later gave it again to another bhpian (documented here). In this case, given the short duration of 'ownership', I couldn't get around transferring the scooter registration but the next owner has committed to do it from his side as he had some connects in the Navi Mumbai RTO (had connected him with the first owner/bhpian).

Your case is a bit different to the others posted before on this thread - given the scooter is in a running condition, you could look at giving it away to a bhpian with the condition they take ownership of the registration transfer efforts. Not perfect but still better than giving it to someone on the market (IMO).

I did check their website. The impression I got was that their service is offered only in Delhi/NCR.

So I did this.

1. Wrote to Calicut RTO (KL-11) that the bike is being scrapped. This was based on my reading of section 55(1) of MV Act, which says the RTO to which I must inform is the one "where the vehicle is normally kept". They wrote back saying there is nothing for them to do here. Seems like they determined somehow 55(2) of MV Act didn't apply. I didn't press the point.

2. Then wrote to Trimulghery RTO (AP-10 when I bought the vehicle). Didn't hear back from them. Waited for several months.

3. Engaged the scrapping professional. He took the vehicle away and gave me a piece of metal on which the VIN is etched. I have this with me now.

The list of documents I sent to the two RTOs:

- Covering letter
- RC in original
- My own (RC owner) ID proof - self-attested copy
- A photo of the vehicle, also self-attested. Taken on mobile camera and printed in my home printer. Made sure license plate and vehicle make/model and colour are visible in the photo.

Extracts from MV Act (emphasis mine):

(1) If a motor vehicle has been destroyed or has been rendered permanently incapable of use, the owner shall, within fourteen days or as soon as may be, report the fact to the registering authority within whose jurisdiction he has the residence or place of business where the vehicle is normally kept, as the case may be, and shall forward to the authority the certificate of registration of the vehicle.

(2) The registering authority shall, if it is the original registering authority, cancel the registration and the certificate of registration, or, if it is not, shall forward the report and the certificate of registration to the original registering authority and that authority shall cancel the registration.

So basically I can go ahead with scrapping directly keeping in mind of the chassis plate to be handed over to me and the other scrapping documents with me, and then proceed with the RTO for de-registering?

I need to make way for a new bike in a few months. So will start this process soon.

As a matter of prudence, I did this the other way - I informed the RTO first (request for striking off registration), and waited for a reasonable amount of time. My idea was that 3 months is reasonable, but I eventually ended up waiting for 6 months. I did not hear from the RTO, but I can see that the number when searched in mParivahan, gives out the result "Record not found".
