1st-gen Toyota Fortuner converted to a 2nd-gen Legender

This is my first time posting a new thread if i am wrong please move it to correct thread and category.

In this video, this content creator converted his Type 2 Fortuner into a Legender while using the same chassis and engine. The interiors have been changed, and a new model dashboard has been put in, and even the electric wiring of the car has been tampered with to run functions like (Keyless Start Stop, Starting the engine with the key) and all the extra functionalities that the original car didn't come up with. How is this even legal, making these structural changes to the car, and is this even the right thing to do? It even creates safety haphazard for him and the other people on the road, as anything can go wrong with these highly modded cars with aftermarket parts.
The cherry on top is that this car is expired in Delhi NCR being a diesel car it's 10 years have long been completed.

Quite a mockery of the rule of law if you ask me.

But then again, civic sense in our country is rare and seldom witnessed.
