Why so many people are there waving flags right by the track side?

Though they were there after the finish, is it safe? does it happen in all races?

Those are Marshalls , not normal fans as far as i can see. And yes it happens at all races. At many tracks, people jump onto the track as soon as the chequered flag is waved, although the track side announcements inform the fans to wait till the cars are safely in the pitlane. Just check this crazy video :

This was at Monza, not sure of the year though. The race was over and this was the slow down lap. It is usual for the fans to get onto the track during the slowdown lap but this was really an insane moment. I remember when I visited the Melbourne race, the trackside announcer had asked the people to wait for the cars to get into the pitlane but there were many people who ignored that advice.

Little known fact about the Indian F1 2011.

The first official recovery of the race weekend was not that of a race car. It was ... a Bolero 4X2!
It was chasing a stray dog around turns 10 & 11. Despite the frantic hand-waving and screaming of marshals from 2 posts, he drove into the gravel trap . All this was a few minutes before the first session on Friday was to begin.
