Its a Hudson Karl. Note the Badge on the hood
The Hudson lettering on the boot (magnify the image for a clear view)
And the similarity in nosejob to the 1939 Hudson Country Club Six (image courtesy Wikipedia)
Maybe its the abovementioned car with replaced fenders (hence the requirement for separate headlights)? Or it could just be a custom job on a 1930s Hudson convertible.

ID 638 seems to be the Russian GAZ-2975 "Tigr".

Absolutely right. Its a Hudson. Probably a
1939 Hudson Victoria Country Club Roadster.
See how similar the trunk, lights , fenders, emblems, placements, bumper and guards are to the 1939 Hudson Victoria Country Club Coupe.
But it is also very similar to the 112 Roadster....??!!
