Prices have fallen to ~ $40's per barrel from a high of ~146/barrel six months ago and the Indian Govt. reduces petrol prices by just Rs. 5?

You are blessed as it comes below 50 Rs. in your state. But in Bangalore it should be around 52.xx after reduction. In New Delhi it is selling around Rs. 45.

Who takes this 7.xx Rs and for what purpose?

Your State Government does. They use the money to provide you power cuts, air in the water taps and top quality craters on the roads. As a bonus you will get corrupt cops, traffic lights which don't work and mountains on the road next to the craters - a great work out for your car's suspension and under body.

Isn't life great?

Damn, just filled Speed worth 500 a day before the reduction. Never mind, its good to know that I can go to the pump now and know I can get regular petrol in multiples of two liters per hundred bucks.

To be fair, they held the prices when it went up from USD 45 to USD 120+.

Bangalore it has become 51.71 for petrol and 36.97 for diesel.

But for the last two days they were telling in the media of a 10rs cut? Any ways the cut is welcome to say the least.

If there is uniform taxation across India it would have been good, now we see some state governments behaving like greedy nuts to fleece their citizens, especially the Karnataka one!!

Thanks to my son who saw the news day before, I filled only 5 litres on my WagonR yesterday after it was serviced.
Filled the rest of 26 litres today at a price of Rs 51.10, compared to Rs 56.70 yesterday at Hyderabad.

It is really a good news. I think we can expect some more allowances at a stage when politicians are seen as villains (aftermath of Mumbai attacks) & elections are round the corner.

Here in Trivandrum it is 47.25/- only i think in cochin it will be 47.02/-.
