You would have to register it in UP with a rent agreement, then you can drive it to wherever you want. It wouldn't make any difference to buy the car from Noida and then register in WB as WB would charge you normal road tax.

This order only mentions registration fee and there is no mention of any road tax waver. So the situation seems to be unclear.

Confirmed in National mainstream media; Road tax slashed by 100% for strong Hybrids in UP. However, official notification does not states the percentage of waiver.

It is in news that the UP government issued a circulation on July 5 implementing the policy, which provides a “100 per cent waiver on registration fee of strong hybrid electric vehicles and plug-in hybrid electric vehicles" effective immediately.

This is welcome news for people like me who are on hinge to move from ICE to EVs, this incentive narrows the gap between ICE and Hybrids making them more lucrative.

Maruti and Toyota will have the last laugh with this policy change if more and more states adapt this.

Yes! The news is confirmed, 0% road tax on hybrid’s in UP.

By "confirmed", do you mean you can still claim the road tax rebate ?

It's good news for buyers considering hybrid vehicles, though options are limited in market.

My sister bought Verna SX(o) IVT on 1st July in Noida. The dealer was saying that very soon UP government is planning to increase road tax on ICE cars to 14 % , up from existing 10% for vehicles priced above INR 10 lacs.
If this becomes a reality ,then it will be disastrous news for regular car buyers. Nice way to compensate revenue loss from sale of hybrid cars

While this may sound like a great news to most people, honestly I feel sad for anyone who just bought one of these hybrids and is now obviously feeling at a loss of multiple lacs. Or for that matter, anyone who settled for an ICE car recently as they could not afford an EV or Hybrid.

Their cars are already heavily depreciated now. Anyone would feel sad in their position. It is stupid of governments to make such drastic policy changes overnight. I agree with someone that a reduction in taxes could have been the way to go but a complete waiver is like encouraging freeloading at cost of others. Not everyone can still afford a hybrid or an EV - they are not available in the entry level cars.

Also, neither hybrids nor EVs are non polluting. If one looks at the carbon footprint of manufacturing a new car, am sure that running a 15 year old car for 5 more years will be less harmful.

I hope this stays and other states take note and implement the same. Chandigarh did this last year and later back tracked. I have a feeling this may not last long.

Will this help improve charging infra - No.
Will this help get battery manufacturing - No.

Spending such a money on EV public transport would have been a prudent decision.

We are getting more bigger cars with hybrids, not smaller cars.

According to sources, the clarification could specify that only cars costing up to Rs 20 lakh may qualify for the road tax waiver but a final decision is awaited.

How does this work? Why do ‘they’ realise their mistakes after the notification and then say the fine print will come afterwards
