Updates on HSRP deadline in Karnataka
The last official deadline is over as of yesterday. It seems less than 30% of vehicles have applied and got the HSRP. This is a very dismal number. No coercive action yet against motorists without HSRP fixation, says Karnataka Transport Commissioner Yogesh. “The decision on extending the deadline once again or imposing fines against motorists will be taken only after the September 18 court hearing. Till then no coercive action will be taken against motorists,” said Yogesh.
This is some relief.
There have been several issues, still unaddressed. Some of the issues have no solution from Karnataka Government/RTO. Manufacturers who do not exists (like Premier), there is still no way of applying for HSRP. No one knows if some alternative is being worked for such or no one cares.
Off the several vehicles I own, I myself have had a harrowing experience, to name a few:
1) My access number plate was printed wrongly. Took me several visits to showroom, write emails, call people from Shimnit etc to no avail for 2-3 weeks. What worked is raising my voice a bit at the Suzuki showroom. They budged and took up the matter so that their sales dont get afffected, being a showroom.
2) My old series bullet also had same issue. Mistake in printing. Been over a month now. 6 visits to the bullet showroom (CVS Sadashivnagar, Bangalore). Shimnit is not even responding properly to them. The dealership has been very honest and transparent and have done their bit well. Dont know what will happen.
3) Other plates that came from Shimnit is pretty poor in quality. Font is terrible, K, A, W, H, M and N all look similar. Fit and finish is also poor. On other hand, all plates I received from Rosemarta were excellent quality, no mistakes ever
4) I went to RTO to ask for correction of my Activa. Manufacturer was listed as Others. Gave a letter over 6 weeks ago, still not updated. I visited RTO last week. They simply said, work from our side has been completed, the HQ has to make changes, nothing we can do. Just wait, it seems!

Has anyone here ordered only the HSRP colour-coded stickers on BookMyHSRP website? I already have a HSRP number plate however I lost the colour stickers that I received while taking delivery of my car last year (2023). I need to order just the replacement colour stickers now.
Along with the chassis and engine numbers, bookmyhsrp asks for the front and back laser etched codes from the number plate - mine is a 12-character alphanumeric code with first two alphabets followed by 10 numbers.
For booking the stickers, in the form, I have tried entering all 12 characters and then alternatively only the 10 numbers - in both cases, I get an error "Please enter valid Front Laser code". I have also tried interchanging the front and back laser codes.
I am not sure what else to do as the codes being entered are correct from my car HSRP number plate.
Has anyone else faced this issue? If yes, would like to hear from you if there's a way to resolve this.

I waited for a week and sent a reminder and the next day after that I was able to order. It probably depends on the person who is doing this and in charge of checking the mails. I honestly didn't expect this system to work. I guess they are moving on finally.
Even I'm very confused about my hsrp situation:
My 1973 Jawa 250 and my 89 chetak both funny have plates till date.
Jawa-ordered plates but not yet received them. Previously tried ordering plates 8 times and during the 9th time I succeeded.
Chetak-Went to the RTO to change the manufacturer name from some Sri Jyoti engineering works to Bajaj(my scooter was manufactured in 1989 so I heard from a friend that it was contract manufactured due to the demand.Its been 4 months and no update from RTO after regular visits. I'll just wait and watch as I can't take it out without hsrp. :sadface
Tbh Karnataka RTO is very lazy
For my 2008 Innova, during the ownership Transfer from the previous owner's name to mine, someone in the RTO office changed the Vehicle class to "HMV - Omnibus" instead of keeping it as "LMV - Motor car". This has happened even after paying the expected RTO "fees" through agents.
I have been trying to get it corrected immediately for the last 2 years and nothing has moved.
Now because of this issue, I am unable to order HSRP plates. It's been going in circles for a few months for me and I hope the Police don't start fining soon!

You can contact the Showroom. The RTO guy there can get you one. I own Tata Nexon and in 2021 i was in same position as you are now in. I contacted Tata Showroom and Paid the RTO person Rs 150. He got me the colour sticker and the Windsheild sticker in couple of weeks. Later the Tata Sales person said, i do not need to order the windsheild sticker and if i have asked only the colour sticker, they could have got that for me for free.
The Karnataka High Court has postponed the hearing of petitions seeking an extension of the deadline for installing High-Security Registration Plates (HSRP) on vehicles to November 20.

Thank you, that's what I did and to my surprise they ordered it and it was delivered to them within a day - I just got the sticker fixed earlier today. Phew! Only if I knew it was so simple and straightforward and not waste my time with the HSRP websites.

Same issue with my 1994 RX100. Manufacturer is "Escorts Constructions Equipment's". Have sent an email to the RTO last week. Lets see when they respond!
I am in a peculiar situation regarding getting HSRP. Request esteemed members inputs.
1: I own a 2014 Volvo XC 60 having KL ( Kerala ) Number plate as I live in Wayanad.The registration number given was xxxxxx 159, only three digits as per the original RC issued by Ernakulam RTO and so the number plate fixed to the car has the same number..
2: Since I own Coffee plantation in Madikeri ( Karnataka ) I would be driving this car to go to my estate as it is very convenient and apt to drive a AWD SUV like Volvo in the coffee estate and many of the times I also take this car to go to Indore ( MP ) Passing Karnataka, Maharashtra and M P States.
Every time I pass these states, I would be stopped and asked to change the Number plate to HSRP. Fortunately not fined so far. Added to this agony, was stopped and questioned about the anomaly in the number plate and told that as per rules it should have 4 digits where as my car is having only 3 digits.
3: I tried getting the HSRP many times contacting Volvo dealer in Cochin and Calicut but told that they have instructions to provide HSRP only to the cars sold year 2019 and after. When contacted Bangalore and Indore Dealers , I was asked to approach the dealer of the car who sold it to me as they are not authorised to provide these plates for cars registered in other states . Incidentally for my 3 other cars manufactured and sold prior to 2019 and registered in Telangana, BMW and AUDI dealers in Bangalore helped me in getting the HSRP plates , of course manufactured by them.
4: Tired of this predicament I visited RTO Sultan Bathery ( Kerala State )Who is the signatory to my transfer RC seeking help. I was told that even though there is nothing wrong with the 3 digit number plate as it was given in 2014, since as per new rules it should have 4 digits, I can go for a new new number plate prefixing 0 ( 0159 ). Well, now the question is, who will issue me the number plate which should be of HSRP. For this the answer came that, though the order for fixing HSRP is Central Govt. mandate, Kerala Govt unofficially ordered not to insist for the Vehicles prior to 2014. However I was told that I should visit VOLVO Kerala dealer and fight! he can not refuse. The Parivahan Web site there is no mention of Kerala State. What a mess !
I am confused and at cross roads. Appreciate inputs please.

Your situation is very tricky. This is the reason why the Govt should implement One Country One Rule principle and have a national policy. Since transportation comes under state Govt instead of central Govt, every state looks at their own benefit and drafts the policies that suit them. This results in harassment to outside state vehicles.
As I said, your situation is tricky.
Option 1: You mentioned that you own a coffee estate in Madikeri. So you have an address in Karnataka. How about change of the residence from Waynad to Madikeri in the Volvo RC? You need an Aadhaar address proof for residential proof in Madikeri. You can apply online through the UIDAI portal and pay a nominal fee and attach your madikeri estate address as proof to get address changed in Aadhaar card.
Your Volvo is 2014 model..So, that means another 5 years validity of RC. If you change your address in Volvo RC you may have to pay the road tax in Karnataka for the balance 5 years.. Once you have Karnataka RC, the new number will be a HSRP anyways. I know this is a hassle, but the idea is to clear all the issues once. You could ask the Kerala RTO to return the unused amount (5 years) of road tax.
Option 2: This won't solve your HSRP problem with your Volvo. Buy another affordable new/ pre - owned 4X4 SUV for sole purpose of using it for your Karnataka and other state drives and restrict. Volvo usage only to Kerala.
Option 3: Sell the present Volvo in Kerala and buy another car which will rid you of all these hassles.
Option 4: It's difficult and painful as there's no clear cut solution for your problem. So just run it as it is, and if the police or RTO from other state stop you, feign ignorance as Kerala State hasn't mandated HSRP for pre 2019 vehicles and just pay the fine and move on. Let's say you are stopped once in every 3 trips. Even then the penalty would be bearable amount and just pay and move on.

Get a digital RC downloaded in mParivahan app, it should have the 4 digit number.

Kerala has not mandated HSRP for old vehicles (prior to 2019). This should be your stand when stopped for not having HSRP anywhere outside Kerala [1]. If the 3 digit plate is getting attention, you should get a HSRP look alike plate (with 4 digits) from Kerala (from the several number plate shops present), which should help you not getting stopped in the first place. Your current number plate is non-HSRP anyway. This is the practical solution as of now, till Kerala mandates HSRP for all vehicles.

Actually, it is not an unofficial order by Kerala Govt. - there is an official notification regarding this - which I have posted here -

True. When I said not mandated, I meant the GoK has not authorized the vendors/dealers for fixing HSRP for old vehicles, or there is no provision for the same currently.
