Unable to get a Driving Licence slot @ RTO in Noida

Hi all, posting this for my brother who has been trying to get a DL months but is unable to find a booking slot.
Every time I try I get this message:

Have been trying every day for months now, and the LDL is about to expire soon. I have even logged in and tried to book a slot at 11 AM sharp (the opening for daily slot booking time) and have had no luck.
When we went for the LDL test, the whole RTO was full with touts looking at us like vultures but thankfully did not need to pay a cent to them.
Really don't want to pay them again for this, if anyone has any leads on how to deal with this, please share.
My cousins and friends in Delhi /Gurgaon got their DL without any issue / problems and meanwhile here in Uttar Pradesh...
