Buy new car, register in one state and delivery in another

TLDR: Purchase and registration in Delhi, delivery in Bangalore - Possible?

I want a BH registration which is not available in Karnataka. I also have a Delhi address proof where BH registrations are happening for corporate employees.

As an option, can I buy a new car and get it registered in Delhi. But take delivery in Bangalore? Is such a provision possible via dealers network?

Spoke to a couple of dealerships in Delhi, they said no without confirming internally(I think they were less experienced or only commission driven)
I dont want to transport a brand new car via movers and packers.
Ideally, PDI should be in Bangalore.

Thoughts and suggestions?

Why I wish to do this?
  1. Paying 1.36L upfront vs 11.5K every 2 yrs
  2. Drive anywhere in India
  3. Not restricted to KA number, dont want the hassle of re-registration if I move or wait for 6-month long RTO refunds(which are very tough to get)

I do not think that will be possible. Why not buy the car in Delhi, get a BH plate and drive down to Bangalore. You could ask your friends and family to do the PDI in Delhi so that will not be an issue.

Sorry, but how do you think it's possible ?

1. Dealer can register the vehicle only after billing it.
2. The moment billing, payment and registration is done, you are owner of vehicle.
3. Whatever transportation is needed, its your responsibility. Dealer has nothing to do with it.
4. The one possible option, if there is any large hearted dealer, that dealer sends/ delivers the vehicle via transport to Bangalore (at your risk). But you have already denied it.
5. So, the only remaining possibility as suggested by AB10 :

Why is it not available in Karnataka? I thought only your eligibility matters and you can get BH registration anywhere.

On this point, what if billing is done of a vehicle thats already in Bangalore. And dealer gets registration completed in delhi.

They are issuing BH plates only for govt. n defence personnel in karnataka. Different state are adopting it differently.

This will not be possible for multiple reasons. There will hardly be any dealer that has presence in both the states to do this transaction. I dont think any two dealers will get together for this hassle. And second and most importantly, there will be massive GST complications on the dealer. Issues like place of supply, GST credit of SGST for Karnataka will arise for a dealer which no-one will undertake.

Any dealer has to get approval & access to VAHAN system from local RTO authority and is valid for that state (or select RTO areas within state). KYC documents including GST number need to be registered.

Also, rules demand that the vehicle must be in jurisdiction of the concerned RTO at the time of application for registration (temp or permanent). In earlier times, the RTO Inspector will ask for physical verification of a vehicle. Now, for ease of process, a dealer in-effect declares the same while applying for registration. Still, if in doubt, RTO inspector may call for vehicle inspection.

My friend bought a vehicle in Gurgaon (instead of Noida) as I was able to pull some strings and reduce waiting period significantly. Dealer staff informed us in advance that - he will only issue Temp registration (Gurgaon) at the time of delivery and permanent registration will be done through agent in Noida (all address proofs were from Noida). It will take more time than regular and vehicle may be called for inspection. All invoices/ documents submitted to Noida RTO had details of Guragon dealer. No hanky-panky was done.

Since, it was Gurgaon <--> Noida and I suppose such interstate registrations are common within NCR area and they had agent to handle such cases, dealer agreed to our request.

So, in your case, unless dealer in Bangalore has its branch in Delhi or ties up with another dealer/ agent in Delhi, Delhi registration can't be applied from Bangalore. I am skeptical that any dealer would try to jump through so many hoops and at the same time risk legal trouble.

Thanks, was hoping to find a way around. It pinches to pay 20% road tax in Karnataka with no BH registration in the near future

As an addendum to the original question, can I buy a car in a state, at the time of delivery, not pay the road tax, drive the car to another state on the temporary number plate and register it in the new state? Is this possible?

This is certainly possible for a vehicle purchased via CSD, have done it for 2 of our cars. I'm not sure about other options. As to the original post, buying and registering in Delhi, then driving down/transporting to destination makes sense. Have seen few car dealers provide this option , but one must be prepared for minor dings/ scratches and the possibility of the brand new car being driven enthusiastically by the hired driver. You can reduce chances of vehicle damage while transport by hiring good quality transporters..I've used Agarwalpackers (APML one; there are many agarwal packers wirh slightly different spellings though) for transporting cars 3 times & have found them quite professional (although expensive); no scratches/tyre swap/battery swap/car abuse etc .

Yes this is very much possible and I have done this few years back, I have informed it in advance to the dealer and they gave me car with temporary number and one more additional document(I do not recall what document it was) which was required in this case, I later registered the car in a different state myself without any agent and the process was hassle free.

Recently registered a previously owned car bought in Delhi through a Used Car dealer. Only Delhi address proof, basically Aadhaar card, was sought in addition to documents. The dealer and their agents had managed change of ownership without car being taken anywhere. Have previously bought car from one state and registered it in other because was residing there at the time. As I understand, car can be registered where you have the address proof.

It may be in best interest to contact some agents of Used car dealers by paying couple of thousands as commission in Delhi than transport brand new car with risk to Delhi and back. My 2 cents... drive safe

I personally don't see this as a problem given that the dealer in the two states are either owned by the same group or if they are given special instructions for your case. This is of course based on the assumption that the complete registration and formalities is done in one state. Fundamentally, the BH series does not restrict your car to a single state but car dealers don't work the same way, they still have area rights where they operate in. It would have been a different scenario if RTOs gave delivery of vehicles, in which case this would not have been a problem.

I see the following options:

1) Request dealer and see if this is possible
2) Contact the manufacturer and explain the situation, they have the most amount of hold on the dealer network
3) Drive down the car after taking delivery or simply have it transported to you

I was in a similar dilemma a month back. First of all, BH registration is available in Karnataka. I got mine from KA03 RTO. I wanted to get my car in bangalore and then get it transported to delhi. The dealer said he could arrange a reliable transport, but I will have to make complete payment and I would be responsible for any damage to the car. I took the best option of buying the car, getting it registered in Bangalore and then drove it down to delhi.
