Re: New "BH" series registration | For cars getting transferred from one state to another

Any one who knows if TN allows/ accepts BH series registrations. My sister is buying a car in Coimbatore and dealer tells her it’s not feasible. Alternately, can she get a temp registration at Coimbatore and have it registered as BH in UP? TIA

Don't understand what these Fools want. When enquired at CG (Raipur) dealerships about BH, they are welcoming with whatever docs are mandated by Central Govt.
Have asked friend to fire a RTI to MH govt regarding BH registration.
My son was in the market for a BH registration of a new RE Shotgun at Pune. Two dealers declined the proposal and finally he could not even have MH registration at Pune. The RTO had asked for court registered rent agreement, whereas he had the notarised rent agreement.

I purchased the bike at MH34 and for BH registration I had to submit 3 transfer orders and payslip from 3 different units where I have worked, along with all other necessary documents. The application was submitted on 11/09/24 and approved on 18/09/24. Things have not changed much after the High Court verdict.

The earlier state govt. in CG did not allow the BH registration. Only after a change in the ruling party (in Nov 2023) the BH registration has started in CG maybe five/ six months back. It would have been very easy for me to get a BH registration at Durg RTO, but we would go there only during the Diwali.

TN, KA, KL, AP, TS doesn't allow BH registrations for private vehicles and most for government vehicles as well. Your latter option is the only feasible way to get BH

Re: New "BH" series registration | For cars getting transferred from one state to another

BH Owners of this group, Please help.

I recently purchased a Skoda Kushaq 1.0 AT Prestige, which had the ex showroom price of 17,19,000.

I opted for BH registration, and got the BH number allotted today. I also got the tax paid receipt, which says the bi-yearly tax payable is 28,650.

This calculation seems off. For BH registration, Road tax is calculated on the Invoice price, and not the ex showroom price. Invoice price will be Ex-showroom price minus the GST.
So, the invoice price comes to be 1719000/1.28 = 13,42,968.
Calculating the bi-yearly tax on this = (1342968 * 1.25 * 0.1 * 2)/15 = 22383

But, I have been charged 28650, which is (1719000 * 1.25 * 0.1 * 2)/15

BH Owners, please help here. How can I take this further? Can I get the additional tax back? For 15 year period, this tax is 47k, which is huge.

The final amount payable also includes

1) Registration fees
2) Fastag fees
3) HP Endorsement Fees (if vehicle financed)
4) Additional fees/charges

The amount you paid, INR 28650, does it include the above? If so, then it probably looks fine (22.3K + the above fees)

It's pretty much impossible at this stage since BH number is allotted unless you have contacts high-up to talk directly to RTO and he agrees for some backdoor corrections

Those additional charges doesn't add up that much. The difference the OP himself has explained due to ex-showroom vs invoice price calculation issue

Re: New "BH" series registration | For cars getting transferred from one state to another

Members,

I need advice from someone who has transferred a BH registered number to Haryana.

I am planning to purchase a used car with a BH series number. Dealers in Faridabad say that this number cannot be transferred and have advised against purchasing a BH series vehicle. The vehicle was manufactured in August 2023 and registered in March 2024, with tax paid until March 2026.

No one seems to have clarity on whether the transfer is possible. There are a few brokers offering assistance, but I want to know if anyone has successfully completed this transfer recently. Please share any information available regarding the process, tax calculations etc.

I think Haryana has not yet started BH registration. Delhi, Punjab and maybe UP does. So, you will probably need to show proof for any of these states.

From which RTO has the BH number been issued?

The transfer is very much possible, and the procedure for BH to HR would be just like any other out of state registration transfer. You would need the NOC from the BH number issuing RTO authority and would have to pay the pro-rata road tax, the calculation of which would be done by the new RTO, some other miscellaneous charges - and a new HR number would get issued to you.

Now ideally, all this should be seamless, especially through an agent, but everybody involved would try to give you a little harder time than usual, including the said agent, just because of the BH number (in order to milk some extra extra), as the rules surrounding it are not airtight yet.

RTO is Mayur Vihar. I checked with a dealer and he said that road tax will be on ex-showroom price of brand-new vehicle as the car is less than 3 years old, even if initial two year tax is paid. Does anyone have any trusted contact who can help? Honestly, I am getting nowhere as getting so much negative feedback stopping me to purchase , even the bank providing loan says they cannot help with transfer.

The gazette says it should be calculated on invoice price excluding GST but the Vahan portal they have calculates the tax after adding GST. It is wrong and I did raise the issue in RTO but nothing happened. For me it is XUV 700 and I almost paid 60-70k extra because of BH series.
This is how it is, govt looting customers. No value of the gazette.

The initial BH road tax paid for 2 years was in a different RTO and in a different State and thus wont be considered in your re-registration in HR.
By my assumption, since the new vehicle has been registered for just around 8 months - you would have to pay 95-96% of the road tax on the ex-showroom price of the new car (pro-rata basis 8months/15years). However, the RTO might look at it differently and consider it as a new car (< an year old) and ask for 100% road tax. Not fully aware of this.
But between both the scenarios, the difference would only be a few thousands, I suppose. So I think you should get prepared to shell out the full road tax amount - and in case you can save a little on pro-rata basis, consider it a bonus. Just visit your local RTO and engage an agent for this.
The bank would have no interest in your transfer process - they only care about their loan interest

Re: New "BH" series registration | For cars getting transferred from one state to another

I had a very seamless experience of registering by Epic new Swift 2024 under the BH registration in Guwahati, Assam (DTO Kamrup). Bought the vehicle from Pallavi Motors: Maruti Suzuki ARENA. Submitted the following documents:

1. Aadhaar Card
2. PAN Card
3. Form 60 (including GST details of the Company)
4. Official ID Card

I received the registration number in 2 days. Added the plates within a week.
Opted for the same due to the nature of my job; as previously I had a hard time de- & re-registering my Old IGNIS from Pune to Guwahati. For now, in order to avoid any hassles in future, I've paid the taxes till 2028.

Unfortunately nothing can be done on the tax amount once the registration of the BH vehicle has happened and reflected in the Pari Vahan website. The calculation of the tax amount on ex showroom price is rarely known to the dealer and to the local RTO folks. Hence its up to the vehicle owner to ensure that the dealer is entering the Ex showroom price for calculations. The Local RTO folks always prefer to advice the dealer to calculate on invoice value. It happened with me as well and i tried a lot to get it changed but no luck as yet.

Thank you! That gives me some confidence. Hopefully, someone else will share a positive experience about transferring a BH registered used car to another state.
