I got our XUV7OO purchase in Bangalore but registered under BH series in Mumbai because of our state's greedy politics.

The procedure was as follows,

1. Inform the dealer about temporary registration - we had to provide address proof for the final registration RTO (Mumbai, in my case). A rental agreement will suffice
2. The temporary registration was valid for 6 months.
3. Needed a registered rental agreement and police verification certificate - NoBroker helps with this. They handle it end to end
4. List of documents needed,

2. Form 20
3. Form 21
4. Form 22
6. Temporary registration certificate
7. Tax invoice (Manufacturer to Dealer)
8. Insurance certificate
9. Pan copy
10. Aadhar copy
11. L & L agreement (rental agreement) with PVR Copy (police verification)
12. Rental house electricity bill copy
13. Chassis imprints on around 5 empty sheets
5. Sent the documents to an agent in Mumbai on WhatsApp to verify the documents
6. Post verification, fixed a date and drove down to Mumbai (might not be needed in some cases)
7. Paid the road tax of Rs.29,900 odd for 2 years (road tax component alone was Rs.26,000 odd)
8. Got the HSRP done from the dealer
9. HSRP fit
10. RC printed and delivered

It took some running around for sure. But it was certainly worth it. 4.55L as road tax for the garbage roads we get in Bangalore is just not worth it. This scheme will cost me Rs.1.86L overall.

NOTE: BH series road tax is calculated based on invoice amount without GST. Hence the massive difference in road tax between the two.

The road tax is to be calculated on the invoice price, which is inclusive of GST.

It is exclusive of GST according to the BH series notification issued by the central government.

Thanks for the informative article. I hope you don't get troubled by BLR Traffic police, because of your BH number.
Also, is there a workaround for private job holders to get the BH registration if their company is present in less than 4 states?

But, unfortunately none of the state RTOs are following this. In this thread itself, most of the owners who got it done have confirmed that they paid the tax on the total invoice amount, which is inclusive of GST.
Could you please double check your invoice amount breakup (Factory price + GST) and the Tax paid - what percentage, and on what base?

Was the dealer clear on this? Did the registration happen without GST or with GST?
When I got the BH registration for my vehicle, I fought a lot with the dealer for the same and dealer didnt budge as according to him he checked the same with local RTO and was advised to do the registration for the invoice with GST.

I've driven a fair amount between TN and KA in the last month - forest reserves included. I have not faced any problems anywhere so far.

Workaround for less than 4 states is very unlikely. Especially because some RTOs ask for GST certificates in those 4 states.

The dealer was not involved at all. They just gave us the documents in Bangalore. The rest was all up to us to get it done with the RTO agent in Mumbai.

Hope that the Central government works out an agreeable formula of tax revenue sharing with all states and make BH registration open to all Indian citizens.
This is inevitably bound to happen in the future so why not hasten this process .

Ex Showroom price : 826000
Invoice price for BH: ( (826000 / 129) * 100 ) = 640310 (I couldn't understand why he did that, but the final price is correct, as mentioned in tax receipt. He told me total tax is 29%)

MV Tax on receipt for 1st 2 years: 8538

BH registration is 8% of Invoice price: 640310*8% = 51224
Final Tax: 51224 / 6 = 8538

Does this mean that BH tax is calculated for 12 years and not 15?

BH registration is 8% of Invoice price with a multiplication factor of 1.25.
Hence, BH registration for 15 years = 640310*(8/100)*1.25
BH registration for 2 years = (2/15)*640310*(8/100)*1.25 = 8537

More details, though still a lot more details are required like refund of existing LTT paid, etc.
