I think it might be time to go back to the annual road tax. Imagine you are a private citizen forced to relocate. This issue of dealing with each transfer is quite a chore. Its time we had a one Pan India number irrespective of where you live. That's what the BH series was supposed to do. However it appears from the notification that this is only for Government employees and Bank Employees. Not fair on the private citizen. I think Waseem Memon from Drive Without Borders is planning a writ challenging this order.

Does'nt seem like it. Check if your company even has non-functional/project /shell offices in some states (Some orgs do- there will be GST number with a registered place of address, even if its not a full fledged office)

I am about to register my car and can have an option of the "BH registration " as my company have many offices in the Country ( min 4 or more ) .

Are there any real drawbacks of doing this .. I am ready to pay the Road Tax / registration Tax amount once every 2 years .

I find this useful especially if I want to use the car for just 6-7 years and then sell it off without the Burden of paying the Tax for 15 years upfront .

It should work in your favor for that duration. There is no clarity about how the resale would happen for BH series vehicles. That maybe get sorted out in 6 years, or we'll be getting another message from you .

The BH process is simple. However, as per the Gazette notification of GoI/MoRTH, the tax component is calculated on the cost of the car without GST. Are the RTOs complying that part. I am apprehensive that RTOs are charging tax on the ex-showroom price of the car, which is inclusive of GST. Does any member of Team BHP have any input on this? Information would be helpful.

I had the same doubt initially but i was charged 10% on the ex-showroom (Which including GST)
Now this may be incorrect but there is very little leeway to argue with the RTO

Would like to know if post graduate doctors doing their PG residency in Central Government institutes like AIIMS and PGIMER Chandigarh are eligible for BH series registration.

Technically, the PG residents are contractual employees of the Govt and draw a stipend that is enough to buy a decent car. So ideally they should also qualify.

After two weeks of discussion & follow-ups with dealer & occasionally with RTO, i was able to get BH series registration from Noida RTO. Although government notification states the requirement of Form-60 alone, different states are asking different documentations it seems. Like Sauravm, i was also asked to produce the GST Certificate, which no company would just share with its employees. But in the end, i had to give ID card, salary slip, Form-60 on company letter head along with the address of four offices. GST number was not there in the letterhead but it is possible to get it online if needed.

I hope the Karnataka RTO does give a PG resident a BH registration - because then we could move the courts to cancel that registration, or amend the GO, because they are contractual employees too - and latter is most probable.

I request you guys to support(tweet and re-tweet) the #implementbhregistrationinka on Twitter so that the concerned authorities are made aware, of the ground realities of BH registration implementation in Karnataka. Currently, they are doing it selectively only for central government employees.

I wonder if private sector employees start paying taxes and private companies start doing something for the society, maybe then the government will not have any problems with private sector employees having a BH series number for their vehicles, Indian citizenship, passport, human rights, etc.

I'm not sure, I'm just wondering. Feel free to disagree.

It is known that the road tax for BH registered vehicles need to be paid once every 2 yrs. Would there be an option to pay the road tax in lumpsum for the next 13 yrs? Would there be an option to pay the road tax for selective years say for 4 yrs/6 yrs etc? Will Parivahan website be used to pay the road tax every 2 years or each state will have their own mechanism for payment of the tax? Will movement to a state different from registered state where the employer wouldnt have an office still attract tax of that state. For eg Vehicle registered in MH if moves to TL but no employer office available there, will TL road tax in full be applicable?

Sorry for too many questions.

Some companies may have long running projects in locations (UTs/states) where they may not have offices. The employee maybe posted in those location for a decent duration and may require getting a new registration number in non-BH world. As this maybe possible for several industries, this should not be a problem.

This is just my opinion.
