It all depends on how the stars align on the inspection day.
I would suggest going ahead with the inspection first. If the inspector insists on repaint then pursue that route. If inspector adds a fine, then pay up and move ahead since it will be cheaper than a door repaint. If inspector approves the renewal then get back home and have a party

I can answer this query (refer to Post #390 for my recent experience in KA03 RTO).

My Activa had scratches on the body and some welding scars on the front mudguard. MVD Officer who inspected it was a young chap. Other 2-wheelers were well-polished and shining compared to mine.
Officer asked me to do touchup / painting and come back with photos. He explicitly told me there was no need for another in-person inspection. I got painting done at a nearby mechanic shop. Went back after 1 hour to 2nd floor and showed him the photos. He was convinced and signed my forms straightaway . Overall a positive experience.

My suggestion to you: Get the scratches removed before you go for renewal.
