For the curiosity i have contacted the Utsav dealer in Old Airport road and what they said is;

UTSAV got the approval from ARAI for making the HSPP in India along with 17 other manufacturers, and at present Karnataka state has not selected anyone of these 18 manufactures for issuing the HSRP plates in Karnataka. We have the HSRP ready but at the moment we cant etch the Laser Unique Number in the plates and issue the Self destructive stickers. The rate for HSRP plates they quoted for cars Rs.850 and they are saying that after the implementation of HSRP they can etch the unique number and stickers in which they have already sold for an additional cost !

They only makes these plates and the fitting has to be done from outside shops

the newspaper article also said that the plates have to be fitted on the cars in the RTO itself. wonder why?

I think the newspaper is jumping the gun. When fully implemented the fitting has to be by the RTO or authorized agencies.

I had checked with the BLR North RTO (Yeshwantpur). Interesting, so if I want the HSNP for my vehicle, I suppose I can buy them at Utsav and then fit them myself? Is it a DIY or are there any special tools/components required?

Also, is it Rs. 850 for a set of two plates?

Yes its 850 for both front and rear. You just need to drill the holes and fix it up. They also provide those tamper-proof screws.

@ Wildon: Can you pass on the number of the dealer here in Bangalore? I checked through the Utsav website, but to no avail.

The name of the dealer is NC IMPEX. Located off Airport Road. You can check this thread, the number and address are mentioned in the earlier pages. And yes its a 15-20 min job. :)

HIGH SECURITY REGISTRATION PLATES

On the basis of the recommendations made by the Technical Standing Committee on Central Motor Vehicles Rules, the Central Government had amended rule 50 of the Central Motor Vehicles Rules, 1989, mandating introduction of new High Security Registration Plates, both in respect of new and in-use motor vehicles throughout the country. The relevant Gazette Notifications are G.S.R. 221 (E) dated 28-03-2001, S.O. 814(E) dated 22-08-2001 and S.O. 1041 (E) dated 16-10-2001.

2. Features of High Security Registration Plates:

i. Chromium hologram.

ii. A retro-reflective film, bearing a verification inscription ’India’ at 45 degree inclination.

iii. Laser numbering, which is unique in nature containing alpha-numeric identification of both Testing Agencies and the manufacturers.

iv. The Registration numbers to be embossed on the plates.

v. In case of rear registration plate, same to be fitted with a non-reusable snap lock to make it tamper proof.

vi. A Chromium based third registration plate in the form of sticker is to be attached to the wind shield, wherein the number of engine and chassis are indicated along with the name of registering authority. If tampered with, it self destructs.

vii. In front and rear registration plates, letter IND in blue color is hot stamped.

viii. Letters ‘IND’ in blue colour on extreme left centre of the plates.

3. Testing Agencies authorized to give type approval to prospective vendors:

In terms of the rules, any prospective vendor/manufacturer of High Security Registration Plates, would need to obtain Type Approval from any of the following testing agencies.

(i) Central Road Research Institute (CRRI), Delhi – Mathura Road, New Delhi - 110 020. (Contact Person: Shri R.K. Bajpai, Head of Division, Environment & Road Traffic Safety. Tel No.2682173, 26832326. Fax No.011-26845943).

(ii) Automotive Research Association of India (ARAI, S No.102, Vetal Hill, Off Paud Road, Kothrud, Pune- 411038 (Contact Person: Shri Shrikant R. Marathe, Director. Tel.No.020-25437180/2/3/5, 25431819. Fax No.020-25434190).

(iii) Vehicle Research & Development Establishment (VRDE), Vahan Nagar, Ahmed Nagar.- 414 006 (Contact Person: Dr. C.L. Dhamajani, Director.
Tel.No.0241-2548400-07. Fax No.0241-2548410).

(iv) Indian Institute of Petroleum (IIP), Dehradun-248 005,
Uttaranchal.

(v) Central Farm Machinery Training & Testing Institute (CFMTTI), Tractor Nagar, Budni, Madhya Pradesh-466 445..


However, so far only Agencies at (i) to (iii) have undertaken testing & certification work.

4. Selection of vendors:

The States are to select the vendors from among those who have been given Type Approval certificate by the authorized testing agencies under Central Motor Vehicles Rules, 1989. As on date eighteen vendors have been given type approval certificate by the testing agencies authorized to give type approval certificates. List of qualified vendors is as under:-

Here are my HSRPs. Got them a couple of months back. Cost me 1600/- but thats because, i got acrylic mounting back plates for the front and rear plates in order to safeguard them form bending. Also ordered on the phone and plates were delivered home and fitted.

Thanks, wildon. I did manage to get the number from a few pages behind and spoke to the guy. However, just like you have said these plates have not yet been given the official nod, I'd prefer to wait till there is further movement on this by the RTO and then take the plunge.

This would give the cops another way of harassing motorists, and 1600 for a set of number plates - gosh this is expensive... for a 15 yr old maruti 800 - this might be 1/10 th the cost of the entire car! But yes - these HSNPs do look cool... How is the long term durability of these plates???

I have had mine for 1.5 yrs (40k km) and all it takes is a wipe with a diesel soaked rag to make it look brand new again. I think mine cost about 750 Rs.
